Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Senior Strategy and Partnerships Advisor (The Advisor) will support the team to operationalize the pillar engagement strategies through technical input and support to progress engagement strategies across provinces SKALA is working in, particularly those lacking DFAT governance programming in the past (Maluku, Gorontalo, North Kalimantan, Papua Selatan, Papua Barat Daya, Papua Tengah, and Papua Pegunungan).
This position will work closely with the Senior Leadership Team, the Governance, Strategy, and Quality Lead, and the Provincial Leads to implement province-level engagement strategies, provide critical inputs, and map the capacity needs of provincial teams to ensure effective collaboration with provincial and district governments. In providing strategic inputs, the Advisor will identify potential partnerships and key stakeholders relevant to the program’s objectives for the team to engage with. The Advisor will also support undertaking a meta-analysis of policy briefs produced to date to generate recommendations for the completion of SKALA Phase One and the preparation of SKALA Phase Two.
This support extends to the Knowledge Management and Partnerships team in providing advice in the strengthening of partnerships with counterpart ministries, partner provinces and with potential external partners supporting SKALA’s mandate and objectives.

About You
Specific Responsibilities
- Establish a clear workplan for provision of support and developing province level engagement strategies in close collaboration with the SKALA Team Leader and Director for Implementation.
- Work closely with province leads in updating of PEAs and engagement strategies, which includes the mapping of potential partners and collaborating stakeholders.
- Provide ongoing advice and input on workplans, TORs, strategies and other documents based on tasking or requests from the Team Leader and Implementation Director.
- Provide recommendations based on capacity mapping and needs assessments in SKALA new provinces (Maluku, Gorontalo, NTT, North Kalimantan, Papua Selatan, Papua Barat Daya, Papua Tengah, and Papua Pegunungan).
- Support bridging of communications to align national and sub-national agendas and priorities based on requests from the Implementation Director, and the Team Leader.
- Support bridging of communications between the MEL and Implementation Teams to ensure QRR results are sharpened and aligned with national and sub-national agendas and priorities, based on requests from Team Leader.
- Provide recommendations on identifying capacity gaps (e.g., in capacity development, partnership mobilization, etc.) to implement the 4 themes, 12 TAP strategies and cross cutting issues across TAPs and EOPOs, to strengthen the Influencing role of SKALA.
- Provide inputs on the meta-analysis of policy briefs to generate recommendations for the completion of SKALA Phase One and the preparation of SKALA Phase Two
- Provide monthly updates on work and progress provided to date.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Ensure updates undertaken on Provincial Engagement Strategy documents.
- Tracked inputs on meta-analysis of policy briefs to generate recommendations for the completion of SKALA Phase One and the preparation of SKALA Phase Two
- Develop a framework for comprehensive capacity building
- Strategic recommendations on workplans, TORs, strategies and other documents based on request from the Team Leader and Implementation Director
Relationship Management
This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will be managed by The Planning and Quality Lead and report to the SKALA Team Leader.
Selection Criteria
Essential
- Minimum postgraduate qualifications (Master or PHD) in a relevant discipline such as public policy, governance, development studies, political economy, public administration, or related fields..
- Relevant mid and expert level technical and operational experience in the field of expertise.
- Experience in providing advisory services to the development of the province level engagement strategies.
- A minimum of 12 years of relevant professional experience, preferably including work in less-developed regions (e.g., Maluku, Papua region, NTT, Gorontalo, North Kalimantan).
- Minimum 5 years of experience working with/for GOI ministries particularly in roles related to policy development, provincial engagement, or strategic planning..
- Minimum 5 years of experience working with DFAT and/or other donor funded projects.
- Has practical and technical understanding of gender equality, disability, and social inclusion, demonstrated by experience implementing activities with gender, disability, and social inclusion considerations in Indonesia.
- Strong engagement skills with a wide range of government, non-government, and donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.
