Program Background

Prospera is a A$259 million eight-year program building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 230 expert advisers and program staff from diverse backgrounds. Prospera also collaborates closely with the Katalis program to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement. 

 

Prospera’s goal is to contribute to strong, sustainable, and inclusive economic growth in Indonesia through three breakthrough outcomes:

  • Expanding markets creating jobs: Building a robust private sector that creates more high value jobs.
  • Safeguarding economic and financial stability: Ensuring a strong foundation for sustainable and inclusive growth.
  • Improving public finances and government performance: Enabling a modern, effective and responsible public sector.

 

Underpinning these breakthrough areas are three enablers: capable and coordinated institutions that support Indonesia’s development transition; gender equality and disability inclusion are advanced; and government of Indonesia and Australia partnerships strengthen.

 

Prospera delivers climate and energy activities as part of the policy and regulatory workstreams of an Australia-Indonesia climate partnership. The energy transition is a significant opportunity for Indonesia to create competitive industries and jobs in pursuit of its 2045 ambition of becoming an advanced nation.

 

Prospera commenced in March 2018 and will conclude in February 2026.

The Role

The Senior Specialist (Climate Finance) will lead Prospera’s engagement with various institutions in the Government of Indonesia and manage a team of research analysts and policy practitioners to drive the growth of green investment markets in Indonesia.  Prospera is seeking candidates with experience and technical skills that can help bridge the gap between financial regulations and investment finance that facilitate and support the pathway for deal structuring across Indonesia. Experience working with governments to deliver reforms, engaging with financial sector stakeholders, managing a team, and producing economic analysis is also highly desirable.

About You

The Senior Specialist (Climate Finance) will play a pivotal role in managing Prospera’s ongoing sustainable finance workstreams, as well as determining broader interlinkages between investment and the green transition. These include expanding Prospera’s advisory work towards the development of sustainable finance products including green bonds, sustainability linked loans and carbon-credit trading. Identifying the commercial feasibility of Indonesia’s green industry opportunities and identifying the right policy balance required to nudge economic agents towards export competitiveness without enabling dependence. Finally, enable a robust investing environment for products that offer abatement or offset services across voluntary, compliance, and bilateral carbon markets.

 

Prospera’s ideal candidate can:

1.    Blend financial and economic analyses to identify key policy constraints and opportunities to expand the demand for and supply of green investments.

2.    Manage a team of researchers and policy practitioners.

3.    Cultivate and maintain relationships with multiple government counterparts to recommend a practical policy pathway towards expanded investment.

 

It is expected that the position will meet the following qualifications:

  • At least a masters university degree in areas such as finance, business administration, international business or economics with further financial/economics training.

  • More than 8 years of professional experience working in investment, local/multilateral bank, or relevant financial institution, with strong understanding of the capital markets, risk allocation and deal structuring, is highly desirable.

  • Specialisation in the fields of green finance, environment, climate change, law, finance and/or public policy.

  • Demonstrable track record developing high-quality investment and business models and undertaking associated analysis

  • Computing proficiency in using Microsoft products (Excel – Financial Modelling, Word, PowerPoint, etc.), as well as experience with statistical software such as R-Studio, Python, or Stata

  • Excellent communication skills, including writing influential reports and presentations, and great interpersonal skills. Fluency in English is required, and in Bahasa Indonesia is desirable.

 

Remuneration
The remuneration will be set according to the DFAT Adviser Remuneration Framework group C, Job Level 3. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and is negotiable. This position is a long-term position, open to both National Indonesian and International applicants. International applicants may be eligible for a variety of allowances to support mobilisation, relocation and the costs of living overseas.
