About the Program 

A stable, prosperous, peaceful, and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues.

The Australia PNG Subnational Program (APSP) comprises an enabling Facility mechanism and four separately designed programmed activities including Western Province Partnership, Kokoda Initiative Partnership, the Western Province Partnership, and the Subnational Governance Implementation Plan. Each program activity has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems. 

The APSP Facility will ensure consistency, quality, and value for money in human resource management; financial management and administration; safety and security; procurement and infrastructure; grants management; fleet and transport; information and communications technology; legal services and contracts; gender equality, disability and social inclusion (GEDSI) and safeguarding; media and communications; monitoring, evaluation reporting and learning; and administration, travel, and logistics. 

Through an agreed Performance Assessment Framework (PAF) the APSP Facility will provide consistency of approach and opportunities for learning and adaptation across investments and activities. Through individual Monitoring, Evaluation Reporting and Learning (MERL) Frameworks aligned to investment designs, partnerships will aim to achieve intermediate outcomes and end of program outcomes and contribute the APSP PAF.

Managed by Abt Associates under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back-office efficiencies, ensure Key Policy priorities of gender, disability, subnational governance, and climate change are consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.

 

Position Overview: 

The Senior Project Officer will support the EIP Manager to manage and administer grants as approved by the EIP Technical Working group and ensure that grant activities are well coordinated and delivered in a timely manner and in line with APSP's systems, processes, procedures, and administration requirements.

The Senior Project Officer will guide and support Project Officers in providing:

•             Effective grant administration, management, and procurement.

•             Efficient and well-coordinated operations and logistics; and

•             Develop and maintain relevant baseline information, identify gaps and improve monitoring               and evaluation systems, and strengthen a culture of learning

•             Provide overarching support and coordination of grant activities and deliverables against the EIP workplan, Key Performance Indicators and the Results Framework.

Incumbent will prioritise good governance, financial compliance, high-quality community development methodologies and health and safety in all aspects of their work.

A key function of the position will be the demonstration of a visible and systematic commitment to achieving gender equality at Abt and for achieving against agreed gender equality performance objectives.

Qualifications

  • Relevant undergraduate degree / or administration qualifications will be considered favourably.

Knowledge

  • Knowledge and ability to undertake a project and program cycle management tasks, including development procedures/approaches.
  • Demonstrated understanding of operational, logistics and financial procedures.
  • Coordination and collaboration skills highly desirable

Skills/Experience

  • Three years relevant experience and/or training work in support of program delivery, logistics coordination, project coordination, management and administration within complex environments.
  • Demonstrated ability to proactively deliver results for the program
  • Self-starter and ability to work independently and as part of a multi-cultural team
