About the Program
The Papua New Guinea (PNG) Australia Transition to Health (PATH) is a five-year (2020-2025) health sector program funded by the Australian Government under the PNG – Australia Partnership for Development. PATH works with the Government of PNG (GoPNG) to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.
Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.
PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.
PATH’s end of investment outcomes (EOIO):
- PHAs more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.
- DFAT-funded health services are demonstrating efficient and effective models of service delivery, influencing PHA performance; and building sustainability by transitioning to PHA management in selected provinces.
PATH’s intermediate outcome (IOs): Provincial Health Authority Leadership, Women in Leadership and Essential Health Services.
PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.
About the Opportunity
The Senior PHA Strengthening Monitoring Specialist is responsible for monitoring, evaluating and reporting and learning (MERL) for a health system strengthening program. This role measures, monitors and evaluates the PATH program’s support to the NDoH and PHAs. Specific areas of focus, and therefore monitoring and reporting, include public financial management, leadership and governance, policy development and planning, and data driven decision making. The position ensures monitoring and reporting meets the DFAT Design, Monitoring, Evaluation and Learning Standards and reporting requirements.
The Senior PHA Strengthening MERL Specialist is responsible for:
- PATH performance monitoring and evaluation, reporting and learning activities, which includes:
- Data Collection, Quality Assurance and Analysis
- Reporting on progress and performance
- Creating clear and informative infographics and building and maintaining interactive dashboards using Power BI
- Contributing to program learning
- Strengthening the use of data and evidence for decision making
About You
For applications to be considered, a response to the key selection criteria below must be provided.
- Tertiary qualifications in Monitoring and Evaluation, or a related field such as research, statistics, epidemiology, Public Health, International Development, or a related field.
- Significant relevant experience in developing and implementing monitoring, evaluation and learning systems and activities, and contributing to the design of performance assessment frameworks.
- Proficiency in data collection, management and analysis software (e.g., Excel, SPSS, STATA, R).
- Excellent understanding of GEDSI and health equity principles, their application to aid programming and how to monitor and evaluate GEDSI performance.
- Excellent analytical and writing skills including the preparation of performance reports, briefs and narratives interpreting results for government and key stakeholder audiences.
- Must have the ability to work individually and collaboratively as part of a team, contribute to a positive and productive work environment to achieve outcomes.
- Excellent experience in broad coordination, facilitation and capacity building internal and external stakeholders.
