Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Senior Full Stack Engineer will support SKALA and its government counterparts, particularly Bappenas and MoHA, by providing technical expertise to enhance the development and implementation of SEPAKAT and its interoperability with other systems, such as SIPD, SIKD, and SIDIK. This includes strengthening both the front-end and back-end components of the SEPAKAT web application, as well as enhance newly socio-economic data (DTSEN) analysis module. The Consultant will support the system enhancement, including its functionalities to enable climate change adaptation and disaster vulnerability analysis.
The Consultant will also support the integration of SEPAKAT with other sub-national systems, including but not limited to SIKD, SIPD, Prodeskel, Siskeudes, SIGAP, SAIK+, and SIO Papua. In addition, the Consultant will contribute to improving SEPAKAT by consolidating and integrating relevant applications under the Deputy for Community Empowerment, Population, and Employment in Bappenas, to ensure a more coherent and efficient data ecosystem for planning and decision-making.

About You
Specific Responsibilities

Develop business process of data and system integration designs in consultation with SKALA and government counterparts, ensuring that data, especially gender, disability, vulnerable groups data from national unified socio-economic data (DTSEN) source can be accessed easily and in a timely manner.

Lead the development and enhancement of the SEPAKAT application (web and desktop), including finalization of SEPAKAT modules (database structure, program intervention recommendations modules, and monitoring evaluation modules).

Support the development of system integration at the national level to ensure that the national unified socio-economic data (DTSEN) is available, updated, and accessible within SEPAKAT, and can be shared with national and sub-national data portal, i.e. SIPD-Hub, SIKD, SIDIK.

Provide technical input to national and sub-national data governance policies to ensure the effective use of SEPAKAT for planning and budgeting processes.

Provide input to national policies and guidelines to enable sub-national governments to use the updated SEPAKAT for inclusive planning and budgeting processes, including prioritization and targeting.

Provide technical support for Tanah Papua, particularly in piloting interoperability of socio-economic dataset between systems, such as SAIK+, SIO Papua, SIRIOS, SIOPADA and Data Portal and or SEPAKAT systems as required.

Support knowledge and skills transfer to government counterparts to strengthen institutional capacity for SEPAKAT system management.

Develop a Frequently Asked Questions (FAQ) document for SEPAKAT end users.

Perform other tasks as requested by SKALA.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).
Deliverables
- Documented technical input for the design of business process of data and system integration development of platform for providing unified socio-economic data and analysis that can be accessed easily and in a timely manner.
- Documented input for the development of the interfaces to enable authorization and access rights for data and analysis utilization.
- Documented input for the enhancement of SEPAKAT (web and desktop) across program intervention recommendations, monitoring and evaluation features using a new technology frameworks.
- Documented input for the integration of SEPAKAT with SIPD-Hub and sub-national data portal
- Analytical report on SEPAKAT utilization, including identification of required system improvement.
- Documented technical input on data and system interoperability in Tanah Papua, including data portal and village information systems.
- Source codes, algorithms, and handover documentation to government counterparts.
- Documentation on development, testing, and deployment, and release cycles of SEPAKAT.
- Documented input to policy,guidelines on data governance and SEPAKAT operationalisation.
- Frequently asked questions (FAQ) and answers for SEPAKAT users.
Relationship Management
The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.
Selection Criteria
Essential
- Bachelor's or master's degree in computer science, Information and Technology, or related field with a minimum of 15 years’ experience, including experienced with SEPAKAT and SEPAKAT-SIPD integration.
- Excellent skills and proven experiences in software engineering and security system.
- Experienced with government data access portal development and familiarity with government cyber security guidelines and data centre.
- Experienced in government technical guidelines on system utilisation.
- Experienced developing projects using CodeIgniter or Laravel and using a database such as MySQL or MariaDB. Also, integration system using webhook or API.
- Familiar with PHP, HTML, CSS.
- Experienced with CI/CD such as Gitlab CI, Jenkins, Vagrant, Docker, Supervisor, Ansible, Kubernetes, Terraform.
- Experienced in using AWS, Azure, and GCP.
- Experienced with a unit test like cypress.
- Excellent skills and proven experiences in open-source system (LINUX or UNIX) programming.
- Familiar with village information systems owned by sub-national governments.
- Excellent interpersonal skills and written and verbal communication skills.
- Excellent problem-solving skills.
- Ability to work both independently and as part of a team to achieve goals.
Preferred
- Experienced working on governance projects involving government and development partners, especially related to government system developments and its governance issues.
- Experienced working with Government of Indonesia.
