Program Background

Prospera is a A$259 million eight-year program building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 230 expert advisers and program staff from diverse backgrounds. Prospera also collaborates closely with the Katalis program to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement. 

 

Prospera’s goal is to contribute to strong, sustainable, and inclusive economic growth in Indonesia through three breakthrough outcomes:

  • Expanding markets creating jobs: Building a robust private sector that creates more high value jobs.
  • Safeguarding economic and financial stability: Ensuring a strong foundation for sustainable and inclusive growth.
  • Improving public finances and government performance: Enabling a modern, effective and responsible public sector.

 

Underpinning these breakthrough areas are three enablers: capable and coordinated institutions that support Indonesia’s development transition; gender equality and disability inclusion are advanced; and government of Indonesia and Australia partnerships strengthen.

 

Prospera delivers climate and energy activities as part of the policy and regulatory workstreams of an Australia-Indonesia climate partnership. The energy transition is a significant opportunity for Indonesia to create competitive industries and jobs in pursuit of its 2045 ambition of becoming an advanced nation.

 

Prospera commenced in March 2018 and will conclude in February 2026.

The Role

The Senior Economist (Sustainable Transition) will lead Prospera’s engagement with various institutions in the Government of Indonesia (GOI) and manage a team of research analysts and policy practitioners to find the balance between an endogenous policy induced green transition and the policy path towards economic growth. Prospera is seeking candidates that take an economy-wide view to evaluate the interconnections of varied transition policy packages available to GOI and provide a general equilibrium perspective for the rest of the economy. Experience working with government to deliver reforms, engaging with financial sector stakeholders, managing a team, and producing economic analysis is also highly desirable.

About You

The Senior Economist (Sustainable Transition) will play a pivotal role in bringing together Prospera’s ongoing climate activities, as well as engage with other specialist Prospera teams such as those working on Labor Markets, Macroeconomics, Trade and Investment, Revenue and Expenditure amongst others. Simultaneously, the Senior Economist will be expected to engage with a broad range of government stakeholders to pitch them a broader transition framework and also to identify policy pathways that are realistic vis-à-vis the political economy.

Prospera is especially looking for macroeconomist with a passion for climate issues - a candidate who can:

1.     Coordinate the development of broad cross economic analyses to identify transition policy opportunities as well as their broader economic spillovers.

2.     Manage a team of researchers and policy practitioners.

3.     Cultivate and maintain relationships with multiple government counterparts.

 

It is expected that the position will meet the following qualifications:

  • At least a master’s degree in economics, with specialisation in the fields of macroeconomics, environment, climate change, energy, finance and/or public policy. 

  • More than 8 years of professional experience working on macroeconomic issues with a focus on cross-sectoral interlinkages.

  • Demonstrable expertise on climate or energy policy, including expertise in one or more of the following areas: cap and trade, carbon pricing, emissions measurement, sustainable finance, energy policy, grid infrastructure development, and renewable energy technology.

  • Computing proficiency in using Microsoft products (Excel – Financial Modelling, Word, PowerPoint, etc.), as well as experience with statistical software such as R-Studio, Python, or Stata

  • Excellent communication skills, including writing influential reports and presentations, and great interpersonal skills. Fluency in English is required, and in Bahasa Indonesia is desirable.

 

Remuneration
The remuneration will be set according to National Remuneration Framework group C, Job Level 3. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience and will be subject to Indonesian employment regulations and tax obligations. This position is a long-term position, open for National Indonesian and International applicants.
