Program Background
Prospera is a A$259 million eight-year program building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 150 expert advisers and program staff from diverse backgrounds. Prospera also collaborates closely with the Katalis program to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement.
Prospera’s goal is to contribute to strong, sustainable, and inclusive economic growth in Indonesia through three breakthrough outcomes:
- Expanding markets creating jobs: Building a robust private sector that creates more high value jobs.
- Safeguarding economic and financial stability: Ensuring a strong foundation for sustainable and inclusive growth.
- Improving public finances and government performance: Enabling a modern, effective and responsible public sector.
Underpinning these breakthrough areas are three enablers: capable and coordinated institutions that support Indonesia’s development transition; gender equality and disability inclusion are advanced; and government of Indonesia and Australia partnerships strengthen.
Prospera delivers climate and energy activities as part of the policy and regulatory workstreams of an Australia-Indonesia climate partnership. The energy transition is a significant opportunity for Indonesia to create competitive industries and jobs in pursuit of its 2045 ambition of becoming an advanced nation.
Prospera commenced in March 2018 and will conclude in February 2026.

The Role
The Senior Economist will bring strong economic analytic and policy assessment to Prospera’s support of government agencies and work with stakeholders across the engagement areas.
The Senior Economist will support Prospera in advancing its macroeconomic framework to facilitate Indonesia's Vision 2045. This involves integrating macro-fiscal figures with the nation’s climate and energy transition, including sectoral profiles and labour market dynamics.
The framework is pivotal for managing risks and seizing opportunities during the energy transition. It encompasses macroeconomic planning to mitigate job losses and inflation amid resource and investment shifts, energy planning to ensure access and reliability, public finance management to maintain fiscal sustainability, and financial sector oversight to incorporate climate risks into prudential regulation.
The Senior Economist will collaborate with the Macro Lead to set strategic priorities, produce analytical outputs, and engage with relevant Prospera teams. The role also includes supporting technical discussions with the Government of Indonesia (GoI) counterparts.
This position demands deep expertise in Indonesia's policymaking landscape and strong networks across key ministries. It aligns with Prospera's mission to support policy and regulatory reforms aimed at (1) leveraging green industry opportunities, (2) unlocking public and private financing for the transition, and (3) addressing macro-fiscal risks tied to this agenda.

About You
It is expected that the position will meet the following qualifications:
- Master’s degree in economics, public policy, finance, or related field(s).
- At least 10 (ten) years of relevant work experience in economics, quantitative analysis, and/or public policy.
- Proven expertise in macroeconomics evident in work experience.
- Experience in analysing the Indonesian economy and/or other economies.
- Excellent written communication skills with fluency in English and Bahasa Indonesia (both written and oral).
- Proficiency in the Microsoft Office suite (Excel, PowerPoint, Word).
- Proven ability to work independently and to take the initiative to progress deliverables.
- Experience working with government officials and engaging with various stakeholders in analysing and communicating government policies.
- Proven ability to write concise reports in Bahasa Indonesia and English.
Remuneration
The remuneration will be set according to Prospera’s National Remuneration Framework Group C, Job Level 3 / 4 up to Aid Adviser Remuneration Framework group D, Job Level 4. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience and will be subject to Indonesian employment regulations and tax obligations. This position is a long-term position, open for National Indonesian and International applicants.
