Program Background

DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.

Australia-PNG Law Justice Partnership seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. Australia-PNG Law and Justice Partnership will focus on three End of Program Outcomes (EOPOs):

EOPO 1 – Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.

EOPO 2 – Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.

EOPO 3 – Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

The Role

The Security and HSE Manager will work in coordination with DT Global PNG and APAC security focal points and the APLJ Operations and Finance Director to manage and coordinate security services provided by security service providers, lead on security and safety risk management assessments and maintain Security and HSE plans for the program, oversee APLJ Fleet Management, and manage program HSE. The role will ensure all security and HSE protocols and plans are in place, reviewed regularly and implemented to a high standard. The Security and HSE Manager will be part of the Incident Management Team and lead on dissemination of critical security, emergency and HSE communications.

About You

 The preferred candidate will have:

  • Minimum 5 years’ experience in security/HSE management for large programs or organisations.
  • Demonstrated experience in managing and resolving high level security incidents and reporting, including critical incident management and risk management.
  • Provide timely and accurate reports to Operations and Finance Director of all incidents of security and safety breaches, incidents, hazards and near misses.
  • Demonstrated ability to liaise and consult with a range of both internal and external stakeholders, including coordinating security service providers.
  • Excellent written and verbal communication skills, with the ability to explain complex issues in a clear and concise manner and proven skills in the use of Microsoft Office (Word, Excel).
  • Knowledge and/or experience applying GEDSI and safeguards principles.
