About the Program 

The PNG Secondary Education Program (PNG SEP) is a flagship investment of the Australian Government, delivered under the Papua New Guinea–Australia Partnership. PNG SEP aims to improve learning outcomes, equity and access for secondary students across Papua New Guinea’s highest performing schools, while strengthening national and subnational education systems.

The program supports the Government of Papua New Guinea’s priorities under the National Education Plan 2023–2027 and is aligned with Australia’s International Development Policy. PNG SEP focuses on improving teaching and learning quality, strengthening school leadership and governance and supporting safe, resilient and inclusive secondary school environments. Cross-cutting priorities, including gender equality, disability inclusion, safeguarding and climate resilience are mainstreamed across all program activities.

About the Opportunity

Reporting to the Senior Delivery Lead, the School Infrastructure Fund (SIF) Coordinator leads the administration, coordination and quality assurance of the School Infrastructure Fund across participating secondary schools.

The role manages the full project cycle, from needs assessment and design through procurement, supervision and acquittal, ensuring compliance with DFAT, Abt Global and Government of Papua New Guinea standards. The SIF Coordinator works closely with schools, provincial and national counterparts, engineers and contractors to deliver value-for-money, safe, inclusive and climate-resilient infrastructure investments that directly support improved teaching and learning outcomes.

This is a senior delivery role, suited to a professional with strong experience in infrastructure coordination, grants or project management in complex environments. The SIF Coordinator will have a demonstrated commitment to safeguarding, inclusion, accountability and quality assurance.

Key responsibilities 

The SIF Coordinator will:

  • Coordinate end-to-end delivery of the School Infrastructure Fund, from assessment and approval to implementation and completion

  • Support schools to plan and deliver infrastructure and equipment projects aligned with School Learning Improvement Plans (SLIPs) or equivalent 

  • Provide technical guidance on infrastructure planning, cost estimation, procurement and contractor management

  • Coordinate design review, site supervision and certification with engineers and construction providers

  • Ensure compliance with DFAT, Abt Global and GoPNG standards for procurement, financial management, safeguarding and environmental and social safeguards

  • Ensure compliance with NDoE school infrastructure standards

  • Integrate inclusive design, gender, disability access, safety and climate-resilient features across all projects

  • Maintain accurate records, financial tracking and acquittals to support reporting to DFAT and governance bodies

Key deliverables

  • School infrastructure and equipment projects delivered on time, within budget and to required quality standards
  • Approved infrastructure proposals aligned with national standards, safeguarding and climate-resilience requirements
  • Accurate procurement, financial and acquittal documentation for all Fund investments
  • Infrastructure progress and completion data provided for program reporting and learning
  • Evidence of improved safety, accessibility and learning-enabling infrastructure in participating schools

Key working relationships 

  • Reporting to: PNG SEP Senior Delivery Lead

  • Internal: Program Director; MEL team; Teaching and Learning team; Digital Technology team; GEDSI & Safeguarding team; Communications team; Abt PNG Shared Services (procurement, finance and contracts) 

  • External: NDoE, PDoEs, DHERST, participating secondary schools and school leadership teams; engineering and construction contractors; suppliers and consultants.  

About You 

For applications to be considered, a response to the key selection criteria below must be provided

To be successful in this role, you will have:

  • Demonstrated experience coordinating infrastructure, facilities or capital works projects, preferably in education or the social sector
  • Strong understanding of procurement, financial management and contractor oversight in donor-funded or government programs
  • Experience supporting schools or community institutions to plan and deliver infrastructure projects
  • Demonstrated understanding of safeguarding, child protection and safe practice in school or community infrastructure contexts
  • Experience integrating gender equality, disability inclusion and climate-resilience considerations into project design and delivery
  • Strong organisational, coordination and communication skills, with the ability to work across multiple stakeholders
  • A commitment to accountability, value for money and inclusive, locally led development
