The Australia Awards South Asia & Mongolia program is seeking technical proposals from Registered Training Organisations in Australia, or Australian tertiary institutions as defined in the Higher Education Support Act, 2003 Table A, B and C, to design and deliver a Short Course on Building Social Licence and Sustainable Resource Management Short Course Mongolia.
Australia Awards – South Asia & Mongolia (the Program) is seeking a cost-effective training program for up to 20 participants. This Short Course will be delivered via blended delivery over four months, commencing in January 2027 and completing no later than April 2027.
The purpose of this Short Course is to strengthen the capability of Mongolian government officials, regulators, mining industry leaders and civil society representatives to build and sustain social licence for resource development through effective governance, stakeholder engagement, environmental stewardship and responsible resource management, ensuring Mongolia's mineral wealth contributes to inclusive, resilient and sustainable economic development.
At the conclusion of the Short Course, participants will be able to:

Analyse the strategic importance of social licence to operate and its relationship to mining project success, investment attraction, risk management and sustainable development outcomes.

Assess the environmental, social and governance (ESG) factors influencing resource development and identify approaches to strengthening ESG performance within the Mongolian context.

Apply stakeholder engagement and community partnership approaches that build trust, strengthen social acceptance and support meaningful participation in resource development decision-making.

Evaluate governance, transparency and accountability mechanisms that promote responsible resource management and enhance public confidence in the mining sector.

Identify strategies for managing environmental and social impacts, including water resource management, biodiversity protection, mine closure planning and protection of traditional livelihoods.

Examine models for benefit-sharing and local development that maximise economic and social outcomes for mining-affected communities.

Explore international good practice and Australian experience in social performance, Indigenous engagement, ESG reporting and sustainable resource governance.

Develop practical action plans to strengthen social licence, stakeholder trust and sustainable resource management within participants' organisations and areas of responsibility.
