Description

Title of Service

Website Design, Development, Content Migration and Launch Support Services - Prospera Phase 2 Programme

RFT Ref. Number:

PROSPERA-RFT-2026-02

About Prospera

The Australia-Indonesia Partnership for Economic Development (Prospera) is Australia's flagship economic governance program in Indonesia. Implemented by Cowater International on behalf of the Australian Government's Department of Foreign Affairs and Trade (DFAT), Prospera supports Indonesia's sustainable, inclusive, and climate-resilient growth.

Summary of Service

Prospera is looking for a qualified service provider to design and develop its official programme website.

Prospera requires a modern, secure, and user-friendly website that will serve as its primary public platform for sharing programme information, news, knowledge products, events, and multimedia content. The website must support engagement with government, development partners, the private sector, media, and the public.

The site should be easy for non-technical staff to manage, scalable over time, and aligned with Prospera's brand guidelines and donor visibility requirements. The selected service provider will be responsible for delivering a complete solution — covering information architecture, visual design, content structure, and technical development — that is built for long-term sustainability.

Please refer to the Annex. A. TOR (Terms of Reference), for the details of requirements.

Key Objective

The Service Provider will design, develop, test, deploy and hand over a fully functional website for Prospera, including content migration and training, that:

  • Meets Prospera's communications, knowledge-sharing and stakeholder engagement objectives

  • Reflects approved branding and donor visibility requirements

  • Provides an intuitive, accessible and mobile-responsive user experience

  • Supports bilingual content management, at minimum in English and Bahasa Indonesia

  • Enables non-technical staff to manage content efficiently through a user-friendly CMS

  • Provides a sustainable technical foundation for ongoing maintenance, security and future enhancements
