The Role
Prospera’s Public Sector team is seeking a qualified firm to support the advancement of a government initiative aimed at implementing the newly issued regulatory framework for safeguarding children in the digital environment. The Government Regulation No.17/2025 on Child Protection Governance in Electronic System Administration (Peraturan Pemerintah Tata Kelola Penyelenggaraan Sistem Elektronik dalam Pelindungan Anak/PP Tunas) is critical for fostering trust in digital environment and strengthening the digital soft infrastructure that safeguards vulnerable population, while ensuring transparency and regulatory certainty for digital businesses. The risks are evident in Indonesia, where 45% of youth aged 14 to 24 have reportedly experienced cyberbullying. In addition, Indonesia holds the fourth-highest number globally and second in ASEAN for the number of reported child sexual abuse material cases, according to the data from the National Center for Missing and Exploited Children (children are defined as individuals under 18 years of age). This underscores the urgent need for comprehensive measures to protect children from online risks and establish a child-safe digital ecosystem amid rising digital threats.

About You
The Consultant must:
· Be financially sound and have been operational for at least three years, demonstrating the ability to manage complex projects.
· Have experience supporting large-scale policy development, particularly in digital initiatives or child protection.
· Demonstrate expertise in regulatory frameworks, policy analysis, and implementation strategies.
· Have a track record of collaboration with government, civil society, and industry.
· Required to propose a well-rounded team.
· Adopt a structured approach and well-defined methodology to achieve the outputs.
