Scope of work
Workstream 1: VTIC Website Development and Payment Gateway Integration
The selected web developer will be responsible for the following:
- Website Design & Development
- Design and develop a custom, mobile-responsive website for VTIC, aligned with Vanuatu’s tourism branding
- Implement a content management system (CMS) for easy updates
- Optimize the website for search engines (SEO)
- Content & Marketing Integration
- Include sections for destinations, itineraries, promotions, and updates
- Integrate photo and video galleries
- Link the website with VTIC’s social media platforms
- E-Payment Integration
- Configure and integrate the ANZ eGate payment gateway
- Ensure compliance with relevant security standards
- Conduct thorough testing to ensure smooth transaction processing
- Capacity Building
- Provide training for VTIC staff on website content management, payment system monitoring, and basic digital marketing strategies
- Maintenance & Support
- Provide hosting, domain registration, and email setup
- Offer at least 12 months of technical support and updates
Workstream 2: Payment Gateway Integration for Selected Tourism Businesses
The selected web developer will be responsible for the following:
- Technical Integration
- Integrate ANZ eGate payment gateway into existing tourism business websites using appropriate hosted solutions.
- Perform development and testing in ANZ’s sandbox environment
- Coordinate with ANZ technical support to complete verification testing.
- Go-Live & Support
- Deploy the payment gateway to production environments.
- Obtain formal sign-off from tourism businesses and ANZ.
- Provide post-launch technical support for troubleshooting and issue resolution.
- While the total number of website integrations will be confirmed during the selection and contracting processes, developers should base their financial proposal on a total of 15 integrations.
Stakeholder Engagement (Applicable to Both Workstreams):
The selected developer is expected to engage constructively with key stakeholders throughout the project. This includes:
- Participating in briefings and planning sessions with MDF, VTIC, selected tourism businesses, and the ANZ Bank.
- Collaborating with stakeholders to clarify requirements, confirm branding and integration needs, and align on implementation timelines.
- Providing regular updates and seeking feedback during development and testing phases.
- Supporting stakeholder sign-off and ensuring smooth handover and post-launch support.
Expected Stages and Deliverables
The following section outlines the key stages and deliverables for each workstream. Workstream 1 is expected to be completed within 12–14 weeks from contract signing; however, tenderers can propose their timelines as needed. Workstream 2 will follow a flexible schedule based on the needs of participating tourism businesses.
Cross-Cutting Activity: Stakeholder Engagement, Reporting and Recommendations
In addition to the specific deliverables outlined in Workstream 1 and Workstream 2, the selected web developer(s) will be responsible for ongoing stakeholder engagement and reporting to ensure transparency, knowledge sharing, and continuous improvement.

It is expected that the service will commence in November 2025. The above stages and deliverables are provided as a guideline only. Consultants or consulting firms may propose alternative approaches, timelines, or deliverables in their technical proposal submissions, provided they meet the overall objectives of the assignment.
Minimum requirements for applicants
- • Technical Expertise
- Proven experience in web design and development
- Demonstrated experience in integrating payment gateways
- Proficiency in working with JSON, RESTful APIs, and Web API integration
- Experience setting up 3DS 2.2 authentication and webhook notifications
- Experience in mobile app development and integration (iOS and Android)
- Strong understanding of SEO and digital marketing best practices
- • Platform Familiarity
- Proven ability to work with e-commerce platforms such as WooCommerce, Magento 2, Prestashop, OpenCart, and Shopify
- • Project Delivery
- Experience working in sandbox environments and conducting end-to-end testing
- Ability to collaborate with multiple stakeholders and deliver projects within agreed timelines
- Capacity to provide post-launch technical support and troubleshooting
- Experience working with tourism organisations is an added advantage
- • Communication and Reporting
- Strong communication skills and ability to document technical processes clearly
- Ability to prepare concise reports on lessons learned and provide recommendations for future improvements
Mandatory Criteria
Consultant(s) or consulting firms will be required to submit a technical and financial proposal using the provided Response Forms, together with their cover letter on or before Friday, 7 November 2025, midnight Port Vila time. Potential bidders may direct their questions via email to Tenders-MDF@thepalladiumgroup.com to gain further clarifications about the scope of work and/or the overall assignment.
Evaluation Criteria
MDF will assess submissions in line with the technical and financial evaluation process described below. In assessing submissions, MDF, at its sole discretion, may consider information from other relevant sources.
Technical evaluation
MDF will first score compliant submissions against the following technical criteria:
- A. Capability and experience demonstrating your ability to deliver services relevant to MDF’s requirements (50% of the Technical Score)
- B. Approach to communication and meeting tight deadlines (25% of the Technical Score)
- C. Qualifications and experience of Key Personnel (25% of the Technical Score)
The technical score will account for 80% of the Total Score
Financial evaluation
Following the assessment of the technical response, MDF will undertake a like-for-like price comparison of all technically suitable offers The Financial Score will account for 20% of the Total Score The lowest-priced financial offer will be awarded the full weighted score The weighted score of other financial offers will be calculated as a fraction of the higher scoring offer
If your quote is successful, you will be required to enter into the Palladium’s standard contract for the types of goods or services being provided In the provision of the Goods and Services, you will be required to comply with the Palladium’s policies, including (without limitation) its Business Partner Code of Conduct and any relevant Project Manual Potential suppliers must also comply with Palladium’s Business Partner Code of Conduct in the submission of any quotes pursuant to this RFQ
If you are bidding as part of a joint venture, partnership or similar, please make this clear in your submission Likewise, if you propose to subcontract any part of the goods or services provision, then disclose this fact within your submission The Company may require additional information from you and approval for subcontracting will not be automatic as subcontractors will be subject to Palladium’s Due Diligence process.
