Summary

Market Development Facility is a multi-country initiative which promotes sustainable economic development, through higher incomes for women and men, in our partner countries.
We connect individuals, businesses, governments, and NGOs with each other, and with markets at home and abroad. This enhances investment and coordination and allows partnerships to flourish, strengthening inclusive economic growth. MDF is funded by the Australian Government. It is implemented by Palladium in partnership with Swisscontact.
MDF has been examining the impact of feral pigs in Samoa since 2023, which are severe. Beginning in 2024, MDF supported trials on feral pig management measures in collaboration with the Scientific Research Organisation of Samoa (SROS) and the Samoan Ministry of Agriculture and Fisheries (MAF). This includes a trial of Pig Brig traps.
MDF plans to work with the Government of Samoa and other organisations and individuals to trial additional feral pig management measures. This is likely to include trials of: (a) sodium nitrite baiting; (2) GPS tracking collars on pigs; and (c) electric fencing of commercial farms.

Description

MDF is seeking the services of a consultant with expertise in feral pig management to assist with these additional trials, and related aspects of feral pig management.

Scope of work

  • Supporting each feral pig management trial by:
    • Working closely with various stakeholders in Samoa
    • Developing trial protocols
    • Developing risk management plans
    • Supporting identification of research sites
    • Providing advice on technical aspects
    • Facilitating in-country workshops with trial stakeholders
    • Supporting trial set-up and monitoring progress
    • Analysing results from trials, including cost-effectiveness
    • Writing reports on progress and outcomes.
  • Providing advice remotely to MDF, the Samoan Government and other Samoan organisations and individuals on other aspects of Samoa’s approach to feral pig management.
  • Supporting the Samoan Government to develop a long-term costed plan for sustainable feral pig management in Samoa

Technical direction:
The consultant will work closely with the MDF Pacific Regional team, liaising with MDF staff based in Fiji and Samoa.

Expected Stages and Deliverables
The tasks and deliverables are outlined below. Estimated input days are noted, but these will be negotiated. Time inputs on different tasks/deliverables will be directed by MDF using work orders throughout the assignment period.

Total estimated input days 40 days

 Qualifications and Experience

  • Bachelor level university degree in relevant field, or equivalent professional experience.
  • Strong knowledge and experience in feral pig management, including common management measures.
  • Experience liaising with communities about feral pig issues.
  • Experience with fieldwork, research, data collection, data analysis, and report writing.
  • Willingness to travel to and within Samoa, including remote/rural areas.
  • Strong written and verbal English language skills.
  • Experience in feral pig management within the Pacific.
  • Experience with sodium nitrite baiting, GPS tracking collars and electric fencing

Mandatory Criteria
Consultant(s) or consulting firms will be required to submit a technical and financial proposal using the provided Response Forms, together with their cover letter on or before Friday, 16 January 2026, midnight Apia time.  Potential bidders may direct their questions via email to Tenders-MDF@thepalladiumgroup.com to gain further clarifications about the scope of work and/or the overall assignment.

Evaluation Criteria
MDF will assess submissions in line with the technical and financial evaluation process described below. In assessing submissions, MDF, at its sole discretion, may consider information from other relevant sources.

Technical evaluation
MDF will first score compliant submissions against the following technical criteria:

A. Capability and experience demonstrating your ability to deliver services. Provide relevant experience and examples of past work (50% of the Technical Score)

B. Approach to communication and meeting tight deadlines (30% of the Technical Score)

C. Qualifications and experience of Key Personnel (20% of the Technical Score)

The technical score will account for 80% of the Total Score.

Financial evaluation
Following the assessment of the technical response, MDF will undertake a like-for-like price comparison of all technically suitable offers The Financial Score will account for 20% of the Total Score. The lowest-priced financial offer will be awarded the full weighted score. The weighted score of other financial offers will be calculated as a fraction of the higher scoring offer.
If your quote is successful, you will be required to enter into the Palladium’s standard contract for the types of goods or services being provided In the provision of the Goods and Services, you will be required to comply with the Palladium’s policies, including (without limitation) its Business Partner Code of Conduct and any relevant Project Manual.  Potential suppliers must also comply with Palladium’s Business Partner Code of Conduct in the submission of any quotes pursuant to this RFQ.
If you are bidding as part of a joint venture, partnership or similar, please make this clear in your submission. Likewise, if you propose to subcontract any part of the goods or services provision, then disclose this fact within your submission. The Company may require additional information from you and approval for subcontracting will not be automatic as subcontractors will be subject to Palladium’s Due Diligence process.
