The Role

Prospera is seeking the support of a firm to: i) lead the technical development of the post-IM phase of IPCS platform, ii) manage the platform’s operations and maintenance through to December 2025, and iii) deliver comprehensive capacity building and a full handover to CMEA and the National Secretariat at the end of the engagement period.

In the absence of a dedicated Project Management Office (PMO), strong institutional and technical support will be essential. The selected firm is expected to commence in July 2025 to ensure a smooth transition from the incumbent operator and assume full responsibility for the IPCS operations and management from August 2025.

About You

The successful firm should possess the following skills, experience, and qualifications:

  • Demonstrated knowledge of various office automation, document management, case management, and collaboration tools, including their suitability for different institutional use cases and their customizability.

  • Experience in using and managing Microsoft SharePoint and Office 365 platforms, or other comparable document and knowledge management systems.

  • Familiarity with Microsoft Power BI, including the ability to design, deploy, and manage interactive dashboards and visual reporting tools that support monitoring and coordination.

  • Strong expertise in systems development and customisation, including aligning system functionality with business processes and user requirements.

  • Solid understanding of data structures, data governance, user access management, and best practices in data quality and system configuration.

  • Proven experience in delivering IT development projects from design to deployment, with a clear track record of timely and effective implementation.

  • Experience in developing or managing information systems for government institutions or within complex, multi-stakeholder environments is highly desirable.

  • Ability to communicate technical concepts clearly and effectively to non-technical stakeholders, including government officials and policymakers.

  • Capacity to lead user engagement, conduct training, gather feedback, and translate user needs into actionable technical solutions.
