Abt Global, through the Fiji Program Support Platform (FPSP) are approaching the market for Consultancy for the development of a plan to support the Establishment of Drug Rehabilitation Services in Fiji. The objective of this consultancy is to support the MHMS in its role as leading the harm minimisation pillar of the Strategy by developing a plan for the establishment of sustainable, effective and evidence-based drug rehabilitation centres that provide accessible, comprehensive and evidence-based treatment pathways for substance use disorders.

Scope of Works
The consultant(s)/organisation will be responsible for:
Phase 1: Situational Analysis
Phase 2: Stakeholder Consultations
Phase 3: Development plan to establish drug rehabilitation services
Key Deliverables
The consultant/organization shall deliver the following within the agreed time frame:
1. Inception Report – detailing methodology, work plan, and timeline (within two weeks of contract commencement).
2. Situational Analysis Report – including key findings, challenges, and opportunities for both community and correctional rehabilitation services (by end of first month).
3. Stakeholder Consultation Report – summary of engagements, key insights, and recommendations (by end of second month).
4. Feasibility Study and Business Case – a final comprehensive document outlining program design, an implementation roadmap, and recommendations (by end of third month).
5. Presentation to MHMS, MWCSP, FCS, and relevant stakeholders on key findings and proposed model.
Selection Criteria
The consultant(s)/organisation should have:
- Expertise in hospital administration, public health, or related fields. Specialist qualification in hospital administration is highly desirable.
- Experience in conducting situational analyses, assessing organisational capacity and structures and developing models for hospital administration/management.
- Strong stakeholder engagement, research, and analytical skills.
- Experience working in Fiji or the Pacific region is highly desirable.
Submission
Submissions will be evaluated by an independent evaluation assessment panel and successful will be formally notified of the outcome of the process.
