The Partnerships Platform, in collaboration with the Ministry of Finance and Economic Development (MFED) in Tarawa, Kiribati, is seeking an experienced Revenue Management System (RMS) Implementation Adviser to support the Commissioner for Tax. This strategic advisory role is central to enhancing aid effectiveness and supporting sustainable economic growth in Kiribati, in line with MFED’s vision and mission.
The Adviser will lead the finalisation of tender documentation, manage the tender process, and provide expert technical guidance throughout the contract award and system implementation phases. This work directly contributes to the Partnerships Platform’s End of Investment Outcome (EOIO) 2 and Intermediate Outcome (IO) 2.1, ensuring timely, high-quality support aligned with national policy priorities.
Success in this role requires strong technical expertise and leadership in tax administration, with a consultative approach to engage stakeholders across government ministries, technical advisers, and development partners. The Adviser will play a key role in ensuring that the RMS delivers accurate, high-quality data to support informed decision-making and financial stability.
The RMS Implementation Adviser will report to the Commissioner for Tax, DFAT, and the Partnerships Platform Country Lead, with performance oversight jointly managed by these parties and the DT Global Contractor Representative.

Selection Criteria
Essential qualifications and experience
- Tertiary qualifications relevant to public financial management or similar discipline
- At least 10 years’ relevant experience in tax administration including in developing economies, including in business process reengineering.
- Advanced qualifications in law, accounting, economics, tax, business or related field.
- Demonstrated excellent conceptual and analytical skills and an ability to understand strategic goals, and outputs, together with a strong track record of excellence in analytical work and policy discussions relating to public financial management
- Strong management skills, including excellent organisational and prioritisation skills, with the ability to set out detailed steps required, follow assigned tasks to completion, and set up monitoring systems
- Sound practical knowledge of public administration, with specific knowledge of Public Financial Management
Desirable experience and knowledge
- Experience living and working in a resource-constrained environment, preferably in the Pacific Islands.
