Aspects explored include development of local curriculum and alignment with national curriculum, classroom practices, school culture and environment, instructional leadership and managerial, inclusive and safe school environment, and school culture and learning related to climate change. As part of goal level indicator, literacy and numeracy tests will be administered for Grade 1 – 4 students/.
The survey locations are 24 selected partner districts in INOVASI’s six provinces as below;

Scope of Works and Responsibilities:

Submit an inception report illustrating the preparation steps to run the survey, including recruitment of and training for enumerators (technical, logistics, child protection), submission of ethical clearance to the ethic committee, and compliance to child protection requirements;

Finalize the instrument and develop the data entry system that will be used in the survey;
-
Implement recruitment process and enumerators training, including child protection training;
-
Conduct the baseline survey in SD/Madrasah randomly selected by INOVASI, in 24 districts in six partner provinces according to the agreed timeline. Data collected will include;
-
Interviews with students, teachers, principals, supervisors, and parents of sample students;
-
Observations of classrooms and teaching practices;
-
One on one literacy and numeracy tests for Grade 1 – 4 students using the INOVASI Student Learning Assessment (SLA);
-
Communicate and coordinate with INOVASI provincial teams, coordinated by the Evaluation and Research Officer, for issues that emerge which require INOVASI decisions, such as replacing respondents for reasonable reasons;

Clean and input the data into a computer file, using STATA. The dataset needs to be designed to enable meaningful and insightful visualisations;

Produce analysis and visualise the findings as per INOVASI requests/directions;

Write biweekly implementation reports, describing challenges faced and integrity of data collected during the periods and write the final report;

Professionally implement the study and maintain INOVASI’s credibility and relationship with the local government and schools;

Conduct weekly meetings with the Performance and Learning Team to provide progress updates on field preparation, data collection, data cleaning and the submission of deliverables;
Expected Deliverables/Hasil yang Diharapkan:
The selected research institution/s will provide the following outputs/deliverables;

Inception plan.

Final version of the survey instruments.

Report on Recruited Enumerator and Enumerator Training Results.

Raw data.
-
A set of files containing the cleaned dataset and do files, using STATA, results of data analysis, descriptive report (in Bahasa Indonesia and English), and the visualization as requested by INOVASI.

Bi-weekly survey implementation progress reports describing challenges encountered during specific reporting time and integrity of data collected.
-
A final report of the overall survey implementation describing self-assessment of overall data integrity, risk, mitigation, and lessons learned.
