Program Background

The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year investment of approximately A$50 million by the Australian Department of Foreign Affairs and Trade (DFAT), implemented in partnership with the Government of Indonesia to support national human and animal health priorities. Building on Australia’s longstanding health sector engagement, including the Australia Indonesia Health Security Partnership (AIHSP), the program strengthens health systems and health security across both human and animal health, while renewing support for primary health care in line with Indonesia’s health transformation agenda. Operating at national and selected subnational levels, KITA SEHAT provides strategic policy, governance, and service delivery advice through technical assistance, public sector partnerships, research, and CSO/NGO grants. The program works closely with UN agencies and other development partners to ensure coordinated and complementary support. Its four end of program outcomes focus on strengthening primary health care policies and services, improving health system enablers and workforce capacity, and enhancing health security, with gender equality, disability equity and social inclusion (GEDSI) and climate resilience integrated throughout.

The Role
 

This RFT seeks to engage a qualified Consultant, team of consultants, or Contractor to deliver technical services to support the KITA SEHAT Program Management Team (PMT), in consultation with DFAT and Government of Indonesia counterparts, to design, operationalise, and document a Health Emergency Response Mechanism that:

  1. Enables rapid, accountable and coordinated mobilisation of DFAT bilateral support through KITA SEHAT in response to formal GoI requests for international assistance.
  2. Aligns with Indonesian national and subnational emergency response structures (including public health and animal health systems).
  3. Meets DFAT governance, fiduciary, procurement, and audit requirements
  4. Is operationally ready for activation within 48 hours of DFAT approval.

The assignment will culminate in a fully operational HERM Operations Manual, associated templates, and institutional and consultancy arrangements endorsed by KITA SEHAT and DFAT.

About You

The Scope of Services may be undertaken by an individual consultant, a team of consultants, or an institution/company providing these services. To be eligible, the proposed consultant/s must demonstrate:

  • Experience developing and implementing emergency response mechanisms
  • Experience developing/with procurement and operations protocols, templates and tools for rapid emergency response situations in compliance with Commonwealth Procurement Rules
  • Knowledge of and experience with Government of Australia Emergency Response Mechanisms
  • Demonstrated experience working in bilateral government-to-government emergency response contexts
  • Experience developing high quality operations manuals including templates and forms, process flows, etc
  • Knowledge of and experience in field mobilisation of emergency response teams.
  • In addition, knowledge of Government of Indonesia Emergency Response Mechanisms is preferred.
