Summary

Background

The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing in January 2025, it contributes to the delivery of Fiji’s national development priorities, in line with Australia’s International Development Policy, the Fiji–Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform delivers key bilateral programs across health, education, scholarships, social infrastructure, governance, and emergency preparedness and response. Platform activities also address climate and disaster resilience, gender equality, disability and social inclusion (GEDSI), and localisation across and beyond sector programs. 

Through the Fiji Social Infrastructure Program (FSIP), the Platform is delivering the 45 Schools Water, Sanitation and Hygiene (WASH) Development Program, which will improve access to safe, functional and climate-resilient WASH facilities across selected schools in Fiji. 

Description

The Opportunity

Abt Global, through the Fiji Program Support Platform (FPSP), is approaching the market for FPSP-RFT-2026-035 – 45 Schools WASH Development Program – Construction Services Panel.

The Platform is seeking local building and/or construction contractors to establish a panel of up to four (4) local contractors, subject to market response, to deliver water, sanitation and hygiene (WASH) construction and refurbishment works across 45 schools in Fiji, primarily within the Suva-Nausori corridor.

The initial Works will be awarded to a single contractor based on this RFT response and comprise the installation of new WASH facilities and potential refurbishment of existing facilities at Nabua Primary School and Nabua Secondary School (the Pilot Schools). 

A mandatory site inspection of the Pilot Schools was held on 19 August 2026. Due to strong interest, two further site inspections at the Pilot Schools were held on 26 August 2026 and 1 September 2026. Attendance at any one of the three site inspections will satisfy the mandatory site inspection requirement for this RFT. 

The remaining schools will be released to the Construction Services Panel progressively, in packages from early 2027.

Important: Addendum No.1, 02, 03 and 04 are now available online. Tenderers are responsible for reviewing all RFT documents and Addenda and taking them into account when preparing their Tender submissions.

The revised Hydraulic Services drawings referenced in Addendum No. 02 are available to Tenderers upon request by emailing tenders@fpsp.org.fj

Design documentation referenced in Addendum No. 04 are available to Tenderers upon request by emailing tenders@fpsp.org.fj

The RFT documents include the RFT Information, Response Form, Scope of Works and Appendices, and Draft Contract.

Parts A, B and C of the RFT are available online. Part D – Scope of Works Appendices, including the technical documentation and drawings, and Part E-Draft Contract, will be made available to prospective Tenderers upon request by emailing tenders@fpsp.org.fj due to file size.

Please note that all Architectural, Structural, Civil, and Services Engineering documents and the Tender Pricing Schedule are now available and can be requested by emailing tenders@fpsp.org.fj 

The proposed contractual framework is a Deed of Standing Offer (DoSO), together with its annexures, including the Work Order template and amended AS 4000-1997 General Conditions of Contract. A copy is available to prospective Tenderers upon request by emailing tenders@fpsp.org.fj.

Qualification of Service Providers

Response to the RFT must cover all mandatory compliance, technical, and financial criteria.

Submission

Submissions will be evaluated by an independent Tender evaluation panel and the successful Tenderers will be formally notified of the outcome of the process.
