Request for Tender - Development of Chart of Account (CoA) for Integration of Primary Health Services at Community Health Centres Program (Integrasi Pelayanan Kesehatan Primer di Puskesmas, ILP) Phase 2

The Role

Prospera has successfully supported MoH (led by the Directorate General of Primary and Community Health) in Phase 1 of developing the ILP CoA, with technical assistance from accounting experts. The deliverables from Phase 1 include the ILP CoA design and a set of strategic next steps for implementation. At the request of MoH, Prospera is expected to continue its support until the implementation stage (Phase 2) of the ILP CoA. For Phase 2 of the ILP CoA development, Prospera seeks to engage a qualified firm with expertise in accounting and finance. The selected firm should bring both international and Indonesian expertise to support sectoral transformation—particularly health system reform—by developing and integrating financial planning and accounting systems that align across national and sub-national levels.

About You

The qualified firm will possess strong qualifications and experience as follows:

  • Minimum of eight years of demonstrated successful experience in developing a Chart of Accounts based on financial management and accounting frameworks, particularly in the government sector.

  • Possesses experience and a strong understanding of the implementation of the Integrated Primary Care (ILP) service delivery model at Puskesmas.

  • Possesses extensive experience and a strong understanding of financial reporting and recording systems in primary healthcare services at the local level, particularly at Puskesmas, covering various funding sources such as the National Health Insurance (JKN), Puskesmas Operational Assistance (BOK), and related systems.

  • Has a deep understanding of Public Sector Financial Accounting Systems, particularly those implemented within local government institutions as regulated by MoHA.

  • Has the ability and experience to translate the Chart of Accounts (CoA) structure into the design of IT systems for financial recording and reporting.

  • Proven track record of high-quality survey implementation that meets clients’ needs and standards.

  • Personnel staff structure includes certified accounting professionals with relevant experience, capable of collecting and analysing quantitative and qualitative data from local-level sources, particularly District Health Offices (Dinkes) and Puskesmas.

  • Has a proven track record of successfully communicating work results and building relationships with high-level officials, from Director-General to Minister level, preferably within the Ministry of Health.

  • Ability to operate in a flexible environment based on a client’s demand and apply high production and technical standards for the purpose of maintaining a high level of professionalism.
