Summary

The Australia–Papua New Guinea Economic Partnership (APEP), implemented by Abt Associates on behalf of the Australian Government, supports inclusive economic growth and improved livelihoods in Papua New Guinea (PNG) and is helping government and development partners understand and respond to current El Niño-related dry conditions.

Existing climate and remote-sensing products (for example, png-elnino.org) largely describe rainfall or forecast possible impacts. APEP requires observed drought-impact evidence that distinguishes normal seasonal dryness from unusually severe conditions by comparing the current period with equivalent prior periods and an appropriate historical baseline. As many affected locations are remote, costly, and difficult to access, APEP seeks a timely, defensible, value-for-money remote-sensing solution for district-level analysis and, when requested, selected communities or sites. The work will complement—not replace—field assessments and other food and water insecurity information.

Description

APEP requires an ad hoc remote-sensing service for named communities and districts. For each request, APEP will specify the location and concerns; the Contractor will use the most suitable solution to rapidly assess the extent and severity of drought-related impacts.

APEP does not prescribe datasets, sensors, indices, or methodologies. Respondents should propose practical, cost-effective solutions that can:

  • Compare current conditions with the same time of year and an appropriate historical baseline to distinguish seasonal dryness from unusually severe conditions.
  • Identify drought hot spots and assess the relative severity, extent, and persistence of observable or potential impacts on agricultural production.
  • Provide concise maps, comparisons, and narrative findings to guide field assessments and humanitarian or development support.
  • Explain the method, evidence strengths and limitations, confidence level, and finest supported geographic scale.
  • State turnaround times and transparent prices for one community or district assessment and, where feasible, optional higher-resolution analysis of selected sites.
  • Undertake the work remotely and explain the solution’s technical credibility for heavily forested PNG conditions and its value for money. Evidence must complement, not replace, field assessments and other APEP and partner information.

A detailed Request for Quotation documentation can be requested by emailing png.tenders@amspng.org or accessed online at https://www.abtglobal.com/doing-business-with-abt/solicitations. All enquiries should be made to png.tenders@amspng.org.

The closing date and time for submissions is 5:00 pm (Port Moresby time) on Friday, 30 October 2026.
