The KATALIS 2.0 Program invites qualified travel agencies to submit proposals for the establishment of a framework contract for the provision of corporate travel services.

Background:

Palladium supports the implementation of the second phase of the IA-CEPA Economic Cooperation Program KATALIS 2.0 ("KATALIS"), a five-year program. KATALIS 2.0 commenced in March 2026 and operates through a diverse portfolio of activities across Indonesia and Australia. Effective implementation of the program requires frequent domestic and international travel by program personnel, consultants, government counterparts, partners, and other stakeholders. Travel arrangements include, but are not limited to, airline ticket bookings, accommodation reservations, airport transfers, travel insurance, visa support, and other related travel management services.

To ensure efficient, cost-effective, and responsive travel support for program operations, Palladium KATALIS 2.0 seeks to engage a qualified and experienced Travel Agent Service Provider through an open and competitive tender process. The selected contractor will be expected to provide comprehensive travel management services that meet the program's operational requirements, comply with DFAT and Palladium's policies and procedures, and deliver high standards of customer service, reliability, and value for money throughout the duration of the contract.

The successful Travel Agent will provide corporate travel services in support of KATALIS 2.0 activities through at least January 2031. The initial contract term will be for two years, with options for extension subject to satisfactory performance and program requirements. The Travel Agent will be responsible for ensuring efficient and seamless travel arrangements that support the program's objectives and foster strong stakeholder engagement across both countries.

Description:

The Travel Agent Service Provider shall provide comprehensive travel management services to support the implementation of the KATALIS 2.0 program. Services shall include, but not be limited to, the following:

  • Travel booking and ticketing, 
  • Accommodation and transportation arrangements, 
  • Visa and travel assistance, 
  • Dedicated account management and emergency support, 
  • Credit facilities, travel reporting and invoicing, 
  • Refund and cancellation management, and compliance with international safety and service standards.
