About the Proposal
The Ministry of Women, Community and Social Development (MWCSD) through the Tautai Program are seeking to engage a suitably qualified and experienced Supplier to serve as the Local Governance and Decentralization Adviser. The purpose of this role is to provide expert peer review support to the Legal Adviser engaged under the District Development Program (DDP), ensuring the legal framework review and development process is informed by regional and international best practices and tailored to Samoa’s context.

Objectives of the consultancy
DT Global seeks a qualified consultant (individual or consultancy firm) to work independently to provide peer review of draft reports and contribute to the analysis and evidence that supports the recommendations derived through the following scope of services:
- Alignment of the DDP Legal Framework with district governance structures and national policies Establish recovery strategies, procedures, and responsibilities
- Providing advice to strengthen analysis and recommendations
- Additional analysis as agreed between the parties

Your response to this RFQ should consist of two separate electronic files:

The Technical proposal must include a statement addressing the selection criteria (see below), an outline of the proposed methodology for delivery of the services and should also:

highlight any changes or limitations proposed to the scope of services or deliverables (see table below)

specify key personnel and provide their CVs with a minimum of two referees or (if a business), testimonials relevant to the job and their contact details, and

any additional information, e.g. examples of relevant work may be included.

The Financial proposal shall include a total price for delivery of the services inclusive of all fees and charges including insurance, but exclusive of Samoan VAGST. The proposal should nominate payment milestones based on acceptance of deliverables outlined below.
The contract proposed is an outputs-based arrangement with specified deliverables to assess progress and performance.
