Background

Australia is Fiji’s largest bilateral development assistance partner. The Australian Government provides support to Fiji through a range of modalities including direct bilateral programs, partnerships with civil society and multilateral organisations, and investments in education and capacity development.

The Australia Awards program is a flagship initiative of the Australian Government that contributes to the long-term development needs of partner countries by building human capital and strengthening institutional capability. Australia Awards are offered to citizens of Fiji through long-term scholarships and short-term training opportunities.

Australia Awards Fiji contributes to three core outcomes:

1. Alumni use their skills, knowledge and networks to contribute to sustainable development.

2. Alumni contribute to cooperation between Australia and Fiji.

3. Alumni view Australia, Australians and Australian expertise positively

Short courses are a key modality within the Australia Awards program. These programs provide targeted, practical training designed to address priority capability gaps across government and partner organisations. Short courses typically combine classroom-based learning, exposure to Australian practice and structured workplace application.

Abt Global is the implementing service provider for the Fiji Program Support Platform (FPSP). FPSP provides program management, procurement, logistics and technical support services for the delivery of Australia’s development program in Fiji.

Through FPSP, Abt Global is responsible for procuring and managing short course delivery under the Australia Awards Fiji program.

Description

The Opportunity

Abt Global is seeking proposals from suitably qualified organisations to design and deliver two Australia Awards Fiji short courses:

  • Data for Decision Making
  • Advanced Policy Skills for Senior Leaders
  • Fiji-based in-person workshops (pre course and post course)
  • an immersive in-person training component in Australia (2 weeks)
  • structured workplace application (mentoring)

These courses aim to strengthen analytical capability, policy leadership and evidence-informed decision making across the Fiji public service.

The courses will be delivered in partnership with the Fiji Learning Institute for Public Service (FLIPS) and relevant Government of Fiji ministries. Both courses will follow the established Australia Awards short course structure comprising:

The successful provider will work closely with FPSP, DFAT and FLIPS to design and deliver the courses and to support sustainable training capability within the Fiji public service through an embedded Train-the-Trainer model.

Submission

An independent evaluation panel will assess all submissions. Successful bidders will be formally notified of the outcome of the process.
