Program Background

The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year investment of approximately A$50 million by the Australian Department of Foreign Affairs and Trade (DFAT), implemented in partnership with the Government of Indonesia to support national human and animal health priorities. Building on Australia’s longstanding health sector engagement, including the Australia Indonesia Health Security Partnership (AIHSP), the program strengthens health systems and health security across both human and animal health, while renewing support for primary health care in line with Indonesia’s health transformation agenda. Operating at national and selected subnational levels, KITA SEHAT provides strategic policy, governance, and service delivery advice through technical assistance, public sector partnerships, research, and CSO/NGO grants. The program works closely with UN agencies and other development partners to ensure coordinated and complementary support. Its four end of program outcomes focus on strengthening primary health care policies and services, improving health system enablers and workforce capacity, and enhancing health security, with gender equality, disability equity and social inclusion (GEDSI) and climate resilience integrated throughout.

The Role

The objective of the KITA SEHAT Standing Offer Panel is to establish a pool of pre-qualified service providers that can be engaged on an as-needed basis to support the effective, timely, and value-for-money delivery of program activities at national and subnational levels. The panel is intended to enable rapid and flexible access to qualified providers across a range of operational, technical, and professional services; ensure procurement processes are transparent, competitive, and compliant with KITA SEHAT procurement policies; reduce procurement lead times while maintaining appropriate due diligence and quality standards; and support consistent value-for-money outcomes through the pre-qualification of providers with demonstrated capacity, relevant experience, and competitive pricing. All services engaged under the panel are expected to support KITA SEHAT’s End-of-Program Outcomes (EOPOs) and integrate cross-cutting priorities including gender equality, disability equity and social inclusion (GEDSI), and climate resilience.

The Standing Offer Panel will include but is not limited to the service in the following categories. Service providers may apply for one or more categories, subject to their capacity and expertise. Applications are open to both organisations and individuals.

About You

Specific requirements are outlined in each category’s ToR. In general, we are seeking service providers with the following:

  • Demonstrated experience in delivering relevant services in one or more of the specified categories
  • Proven track record of successfully completing similar assignments/projects
  • Strong organisational, coordination, and service delivery capabilities
  • Ability to meet deadlines and manage multiple tasks effectively
  • Familiarity with working in corporate, government, or donor-funded environments (preferred)
  • Adequate resources, personnel, and/or technical capacity to deliver the required services
  • Strong communication skills and ability to respond promptly to requests
  • Commitment to quality assurance and continuous improvement
  • Understanding of applicable standards (e.g., safety, confidentiality, data protection, environmental considerations, where relevant)
