Background
The new National Tertiary Hospital Project is a significant health infrastructure initiative being progressed in partnership with the Government of Fiji and the Australian Government Department of Foreign Affairs and Trade (DFAT). The Fiji Program Support Platform (the Platform) is leading the procurement process to engage a suitable partner to undertake Stage 4: Feasibility Study and Stage 5: Business Case advisory services for the project.
The project forms part of Fiji’s broader health system planning and is intended to support the development of a new National Tertiary Hospital that will meet long-term service and infrastructure needs. The work will involve detailed analysis, planning and advisory support to help define the preferred way forward for the hospital’s development, including consideration of appropriate scope, staging, and delivery approach.
Description
The opportunity
The Platform is inviting suitably qualified respondents to participate in the Registration of Interest (ROI) procurement process for the new National Tertiary Hospital Project, specifically for Stage 4: Feasibility Study and Stage 5: Business Case advisory services. Work undertaken as part of this opportunity will take the existing Preliminary Master Plan and develop it into a fully tested, costed and decision-ready investment proposal for Government.
The Platform is undertaking a two-step procurement process to ensure respondents are provided with relevant project information and a clear pathway through the ROI and subsequent Request for Proposal (RFP) stages. The ROI stage will shortlist up to three (3) respondents to progress to the RFP stage.
The successful consultant will be expected to assess the practicality, staging, affordability and implementation pathway for the project, while also providing the evidence base needed to support future funding approvals. The work will respond to the local delivery context and consider value for money, stakeholder needs, and alignment with broader health system priorities.

Submission
An independent evaluation panel will assess all submissions. Successful bidders will be formally notified of the outcome of the process.
