Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

 

Pillar 1: Stronger national level enabling environment for sub-national service delivery.

Pillar 2: Better sub-national governance for service delivery.

Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

 

The Provincial Office Coordinator – NTT is responsible for the effective day-to-day management of the SKALA provincial office in Nusa Tenggara Timur (NTT), ensuring the provision of high-quality administrative, logistical, procurement, and finance coordination support to enable smooth program implementation.

 

The position serves as the primary focal point for provincial office operations, maintaining strong working relationships with internal teams, service providers, and external stakeholders, and ensuring full compliance with SKALA, DFAT, and DT Global policies and procedures.

 

 

The role works under the direction of the Provincial Lead – NTT and collaborates closely with the Provincial Finance Coordinator, Jakarta-based teams, and program staff. The Office Coordinator plays a critical role in ensuring operational efficiency, risk management, and continuity of services across the provincial office.

About You

Specific Responsibilities

 

The Provincial Office Coordinator – NTT will be responsible for the following:

 

Provincial Office Management and Coordination

  • Manage the day-to-day operations of the NTT provincial office, ensuring utilities, office services, and facilities are functioning effectively.
  • Oversee office maintenance, IT and office equipment servicing, and management of stationery and consumables.
  • Manage office security and ensure the safeguarding of office assets and equipment.
  • Supervise and coordinate support staff and third-party service providers (e.g. drivers, cleaners, security guards), ensuring service quality and value for money.
  • Conduct regular office asset checks and maintain accurate asset records.
  • Provide administrative coordination and oversight for district and/or satellite offices, where applicable.
  • Ensure all office administration and documentation are managed and filed in accordance with SKALA systems and procedures.

     

Event, Travel, and Logistics Coordination

  • Coordinate and support logistical arrangements for workshops, meetings, and events within the province.
  • Work closely with the Provincial Finance Coordinator to develop event-based budgets in line with approved ToRs.
  • Liaise with the SKALA Travel Coordinator to ensure timely and cost-effective travel arrangements for staff and stakeholders.
  • Ensure logistical arrangements for provincial travel and events are well planned and executed in accordance with policies.

 

Procurement Coordination

  • Coordinate provincial procurement activities in line with SKALA and DT Global procurement policies and procedures.
  • Work closely with the Jakarta Procurement Unit to obtain quotations, prepare summary bidding documentation, and support contract and agreement processes.
  • Develop and maintain a preferred supplier list for the province in coordination with the Procurement Unit.
  • Undertake small-scale procurement at the provincial level, as delegated, ensuring transparency and value for money.

 

Finance Coordination and Quality Assurance

  • Support the Provincial Finance Coordinator in undertaking financial administration as required.
  • Work collaboratively to ensure timely processing of payment requests, advances, and acquittals related to provincial activities.
  • Participate in periodic internal quality audits and support the implementation of audit recommendations.
  • Contribute to improved systems and processes to strengthen operational efficiency and compliance at the provincial level.

 

Other Duties

  • Comply with DFAT, DT Global, and SKALA policies, including gender equality, disability inclusion, fraud and anti-corruption, child protection, PSEAH, and environmental safeguards.
  • Proactively identify and report operational risks within the scope of the role.
  • Undertake other reasonable duties consistent with the position as required by the Program.

 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

 

Relationship Management

 

This position reports to the Provincial Lead and will work closely and effectively with a range of stakeholders, including Procurement and Admin unit, Finance Jakarta team, Program staff and other external service providers.

 

 

Selection Criteria

Essential

  1. University degree or Diploma in administration, management, finance, or a related field.
  2. Minimum 5 years’ experience in office administration, operations coordination, or office management roles, preferably in a development or donor-funded environment.
  3. Demonstrated experience managing day-to-day office operations, including administration, logistics, procurement coordination, and service providers.
  4. Experience supporting financial administration and ensuring compliance with organisational policies.
  5. Strong coordination, judgement, and problem-solving skills, with the ability to manage competing priorities independently.
  6. Strong written and verbal communication skills in Bahasa Indonesia and working proficiency in English.

 

Preferred

  1. Experience working with DFAT or other donor-funded programs.
  2. Experience supervising support staff or service providers.
