Program Background
The Australia-PNG Law and Justice Partnership (APLJ) supported by the Australia’s Department of Foreign Affairs and Trade (DFAT) will be implemented by DT Global over a 4-year period to December 2027. APLJ is the next phase of Australia’s investment in strengthening the delivery of law and justice services in PNG and will build on 20 years of successful support.
APLJ aims to enhance the capacity of the Law & Justice Sector to provide inclusive, safe, secure, and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development, and private sector growth. Aligned with Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’ APLJ is dedicated to achieving three End of Program Outcomes (EOPO’s)
- Community safety through prevention and improving the demand-side of accessing justice services.
- Strengthening supply-side access to justice services such as capacity and quality of the justice system.
- Supporting sector leadership, coordination, and integration of national and subnational law and justice operations and improving sector integrity systems.
The program will have a strong focus on addressing gender equity, disability, and social inclusion (GEDSI) issues including gender-based violence (GBV), family sexual violence (FSV) and sorcery-accusation related violence (SARV). A robust approach to Monitoring, Evaluation, Research, Learning and Adaptation will support evidence-based decision-making, analysis, and demonstration of impact.
APLJ will continue Australia’s support to law and justice development in the Autonomous Region of Bougainville (ARoB) and anticipates working in up to five provinces.

The Role
Working closely with the APLJ Director Community Justice and APLJ Subnational Advisers, the Provincial Facilitator will support continued engagement, planning and implementation of ongoing law and justice activities at the subnational level. Working closely with national law and justice agencies based at provincial level, the Provincial Facilitator will ensure active engagement of local community groups in law and justice projects, and ensure close relationships are maintained with key provincial and district administration staff. This role will focus particularly on the Southern Highlands Province and will be based in Mendi, SHP.

About You
- Tertiary level qualification in policy development, law, international development, business management or any related field.
- At least ten years’ experience working within, or with, provincial administrations.
- Experience of working on, or with, donor development programs would be an advantage.
- Experience of working in, or with, PNG law and justice sector would be an advantage.
- A strong ability to self-manage and be proactive will be important.
- Flexibility and adaptability will be key, as will demonstrated coordination skills.
- Well-developed fluency in English written and verbal communication with the ability to modify communication styles to meet the needs of staff/audiences where English is not their first language.
