About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

About the Role

TSSP3 will support the effective and efficient planning and delivery of road maintenance and rehabilitation contracts in the Autonomous Region of Bougainville (ARoB) through the Bougainville Project Management Office (BPMO). The BPMO supports the Department of Technical Services (DTS) of the Autonomous Bougainville Government (ABG) to maintain and upgrade transport infrastructure.

The Project Supervisor (PS) will be responsible for the preparation, supervision and contract administration of the TSSP-funded road and bridge maintenance and rehabilitation projects in the Autonomous Region of Bougainville in accordance with the Contract, ensuring accountability and effective implementation of the works. The Project Supervisors will report to the TSSP3 Bougainville Lead and will liaise closely with the DTS of ARoB. The Project Supervisors will be based full-time in Arawa or within project area as required and will travel frequently to project sites predominantly located on Bougainville Island with some travel to Buka Island.

The PS will work with BPMO staff including Bougainville Lead and Road Engineer for effective and efficient delivery of road and bridge maintenance and rehabilitation projects.

About you

Selection Criteria:

To be successful for this role, you must possess the following including, but not limited to:

  •  Tertiary engineering qualifications and eligibility for membership of Institution of Engineers PNG or equivalent
  • At least 5 years of experience in the supervision of road maintenance and construction works including in PNG or other developing countries or remote locations
  • Demonstrated experience and strong capabilities in contract supervision and contract administration
  • Initiative and ability to work for extended periods with no direct supervision
  • Proven ability to communicate with counterparts and operate effectively in a cross-cultural environment
  • Sensitivity to gender, HIV/AIDS, environmental and development issues
  • The ability to uphold the credibility of TSSP3
  • Familiarity (or demonstrated ability to gain familiarity) with ABG and PNG DoW contract procedures and financial systems
  • Ability to mentor technical counterpart personnel
  • Willingness to conduct regular field trips
  • Fluent in Tok Pisin
