The Kiribati Australia Infrastructure Program (Te KAI)

The Kiribati Australia Infrastructure Program (Te KAI) aims to provide a flexible and responsive mechanism to deliver small to medium value infrastructure projects in Kiribati that are of a high-quality, climate resilient, inclusive and purpose-built. 

Key responsibilities

  • Project manage all aspects of the construction activities and support / mentor the Infrastructure Manager and Site Supervisor(s) to deliver high quality results according to agreed implementation plans, project schedules, and budget.
  • Establish and maintain effective working relationships with the Australian High Commission Tarawa counterpart, MISE, KPS, and applicable local authorities.
  • Establish the systems required for effective procurement, project management and reporting requirements in accordance with Australian Standards and Te KAI contractual commitments. 
  • Effective planning and implementation of activities according to the requirements of the Program and in coordination with the Program Design Team (intially subcontracted to Alexander & Lloyd).
  • Manage the procurement of services for site establishment and clearances, material procurement, and construction works including tendering, evaluation, negotiations with preferred contractor/s, reporting and contracting of the selected contractors.
  • Deliver effective staff performance management and build the capacity of the Site Supervisor and the construction team staff and through effective and consistent performance planning, feedback, coaching and mentoring.

Selection criteria

  • University degree or equivalent professional qualifications in a relevant discipline. (e.g. civil or structural engineering (buildings), architecture, planning, project management, community development).
  • A minimum of 10 years’ experience in the delivery of building projects including related to procurement, contracting and oversight of supervision of construction works (preferably in the Pacific).
  • Proven experience managing AS2124 Form of Construction Contract or similar international standard contract construction (e.g., FIDIC) and services agreements for consultants (architects, project managers).
  • Relevant experience in stakeholder engagement and management for project planning and delivery, where experience in a low or middle-income country development setting would be an advantage.
  • Outstanding proven experience in dynamic program management, including planning and implementation for results, strong program financial management, reporting and work planning in a fast paced environment.
  • Strong experience in team management and staff performance management.
  • Demonstrated experience in mainstreaming GEDSI, child protection, PSEAH and ensuring requirements are met in program implementation is preferred.
