Description

Program Overview:    

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes: 

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.

The Platform implements over fifty percent of Australia’s bilateral development support to Fiji across a range of sector programs in education, health, Australia Awards, disaster response, cyclone recovery, social infrastructure and technical assistance to improve public sector governance in Fiji.   

The Platform integrates cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate and disaster resilience, across sector programs. In particular, the Platform seeks to strengthen program outcomes by better addressing the needs of targeted populations including those who are often marginalised. 

Position Summary:   

The Program Operations Officer will play a key role in supporting effective operational and program delivery within DRP.

This position is responsible for ensuring smooth coordination of travel logistics and minor procurement tasks, including providing support to DRP’s Government and Civil Society Partners in these areas. The role will also contribute to performance monitoring, learning initiatives, and communication activities across the program.

Please note that the DRP team is expected to undergo a restructure in late 2025, which may result in changes to reporting lines. While core responsibilities are expected to remain largely unchanged, any adjustments will be reflected in an updated Terms of Reference. The successful candidate should be adaptable and open to these potential developments.

Operational Support

  • Travel Coordination: Coordinate and action travel bookings for staff and stakeholders, ensuring timely communicate of logistics and safety details.
  • Procurements: Action all minor procurements for DRP.
  • Procurement tracking: Maintain DRP’s system to track all procurements and payments.
  • Meeting logistics: Provide logistics support for meetings, workshops, and forums, including venue, setup, catering and documentation. 

Program Delivery

  • Support to Partners: Assist Government and Civil Society partners with operational tasks, including procurement and travel arrangements.
  • Reporting: Contribute to the preparation of program reports, ensuring timely and accurate submissions for management and donor review.
  • Performance, Learning and communications: Support monitoring, evaluation, learning and communications activities. 

Compliance 

  • Risk Management: Uphold FPSP’s operational standards that support value for money, fraud and safeguarding compliance and risk management as per the FPSP Operations Manual. 

Other

  • Promote and ensure value for money in DRP activities.
  • Other duties as directed by the Senior Program Manager DRP, including surge support during emergency response activities. 

Selection Criteria:

  • Tertiary Qualification in a relevant field.
  • Minimum 3 years’ experience in a similar role supporting operational functions preferrable in donor partner environment
  • Strong proficiency in using computer operating systems, software, and hardware.
  • Strong attention to detail and meeting deadlines.
  • Demonstrated problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Experience in disaster preparedness and response is advantageous.
