About Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

This Opportunity  

The Program Integrity Senior Manager will be responsible for supporting the development and implementation of the PLMSP Program Management Framework and facilitating of business processes that support program management and performance in a highly dynamic environment. The role requires a strategic, proactive approach. The Program Integrity Senior Manager will enable PLMSP to maintain program integrity whilst it delivers its support in a highly dynamic and responsive environment. 

This is a fixed term opportunity required to September 2028.

Description

The Program Integrity Senior Manager will be responsible for:  

  • Lead the development and implementation of a Program Management Framework that ensures integrity, performance, and strong DFAT–PLMSP collaboration.
  • Partner with delivery streams to proactively address challenges and support program success.
  • Lead the drafting of high-quality annual plans aligned with DFAT expectations and strategic objectives.
  • Advise streams on realistic planning and proportional design approaches that balance quality, value for money, and responsiveness.
  • Oversee quarterly implementation reviews and commissioning of new activities.
  • Support financial forecasting and reporting, ensuring effective budget monitoring and reallocation of underspend.
  • Mentor and coach team members, promoting leadership alignment and professional growth.
  • Address performance and conflict constructively, fostering collaboration across teams and regions.

     

We are seeking an individual who:  

  • Tertiary qualifications in a relevant discipline (including in program/project management, international development/policy, social sciences, evaluation).
  • Minimum 10 years' work experience in similar program management roles, preferably in DFAT-funded programs and in the Pacific or Timor-Leste.
  • Excellent written and communications skills, with the ability to operate with diplomacy and cross-cultural sensitivity with diverse stakeholders.
  • Demonstrated operational and strategic skills, with proven ability to deliver program outcomes in a timely and efficient manner.
  • Strong interpersonal skills with an ability to operate diplomatically and with cross-cultural sensitivity with government, private sector, and community stakeholders.
  • Excellent management skills, with the ability to lead, mentor, coach, develop a team.
  • Exceptional organisational skills and attention to detail.
  • Flexibility to travel to various locations throughout the APAC region
