Program Background

DT Global has been engaged by the Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods. The BCEP program consists of five distinct, but inter-related thematic components that are managed as an integrated whole and implemented using a portfolio of partners.

About the Role

The Program Implementation Director is responsible for the oversight and management of the program’s five thematic components and teams, ensuring collaboration and engagement across the components to work towards the program’s goal and end of program outcomes.

  • Supporting the Team Leader with the development of the program-level annual work plans and work closely with component leads/program managers to monitor the implementation of the work plans, and the adaption of work plans in response to windows of opportunity and/or changes in context.
  • Identifying and supporting opportunities for synergies and collaboration across the program components; and fostering a culture of partnership and sharing amongst the program components and implementing partners
  • Ensuring the program’s risk register is reviewed and updated monthly to ensure significant component level risks are included and actively managed, ensuring any high risks are raised with the Team Leader for discussion with DFAT.

Selection Criteria

  • Tertiary level qualification in social science, international development, law, management, or related discipline.
  • At least ten years of professional experience in increasingly senior program management roles in international development, including planning, design, budgeting, monitoring, reporting responsibilities.
  • An ability to understand strategic level outcomes and how to translate them into action with an understanding of detailed operational requirements.
  • Proven experience leading and building a team with an ability to plan and implement in complex environments, including being able to adapt to changes in context or windows of opportunity, to achieve results.
