The Pacific Humanitarian Warehousing Program (PHWP) Infrastructure Specialist Unit (ISU)

The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. Participating countries include Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.

Key responsibilities

- Working directly with Tetra Tech Corporate Staff, manage the integration and delivery of program level performance in accordance with head contract requirements. Support reporting and deliverables such as semi-annual and annual reports; budgets management; efficient task management; and ensure the overall effectiveness and efficiency of program implementation, resource planning and decision-making.
- Support development, implementation, review and revision of program level policies, processes and procedures across program functional areas (e.g. finance, procurement, operations, health and safety etc).
- Contribute to maintaining strong relationships with the Department of Foreign Affairs and Trade, the SPC-led PHWP Project Management Office, and stakeholders to support service delivery.
- Provide financial and resource management oversight for the PHWP-ISU through supervision of and support to the Financial Management Specialist, focusing on quarterly, half year and annual financial performance (i.e., expenditure versus annual operating budgets/forecasts) of the program.
- Ensure procurements are completed in accordance with relevant Tetra Tech and PHWP ISU procurement policies, processes and procedures, and are consistent with the Commonwealth Procurement Rules.
- Serve as 'deputy ISU team leader' supporting and representing the ISU Team Leader as required with both internal and external stakeholders.

Selection criteria

- Tertiary qualifications in relevant, discipline (e.g. Bachelor of Commerce).
- Leadership with the ability to coach and mentor more junior staff.
- Proven ability to work within a multi-disciplinary team in a complex project management environment.
- Demonstrable experience in managing complex programs, operations and activities, including experience managing donor contracts and requirements (experience with Australian DFAT programs is preferred).
- Demonstrable experience managing financial resources and budgets with the ability to plan, budget, forecast and adjust expenditures to meet changing requirements.
- Demonstrable experience leading direct reports and managing human resources processes, including staff scheduling, performance management and employee administration systems.
- Experience managing work health and safety for teams.
- Experience managing procurement and contracting cycles for goods and services, preferably with familiarity of Australia's Commonwealth Procurement Rules.
- Experience supporting the integration of gender equality, disability and social inclusion; civil society engagement; climate change/disaster risk reduction; and localisation activities to support program outcomes.
