Purpose
The purpose of this Request for Quotation (RFQ) is to invite suitably qualified security providers in the Philippines to submit a quotation for the provision of security advisory and support services for Procurement, Administrative and Logistics Management Support Services Phase 2 (PALMSS 2).
The selected provider will support PALMSS 2 to meet its duty of care obligations by providing practical, locally informed security advice and operational support for approved travel and activities throughout the Philippines, particularly where additional controls are required due to destination, traveller profile, timing or activity risk.
Introduction
Abt Global is implementing PALMSS 2, a DFAT-funded Program Support Unit that supports the Australian Embassy in Manila to source, engage and manage individuals and organisations required to support the effective delivery of Australia's development program in the Philippines.
PALMSS 2 supports the mobilisation, administration and logistics of travel and program activities for staff, advisers, consultants and government representatives across the Philippines, including to locations categorised as 'Do Not Travel' or 'Reconsider Your Need to Travel' by the Australian Government's Smartraveller advisory service.
PALMSS 2 requires access to a responsive local security provider capable of delivering pre-travel security advice, risk assessment support, security briefings, movement planning, traveller monitoring, emergency support and, where required, security escort or accompaniment services for higher-risk travel and activities. These services will complement Abt Global's corporate safety and security arrangements and International SOS support.
Scope of Work
The provider will deliver practical, timely and locally informed security services to support PALMSS 2 personnel, advisers, consultants and other approved DFAT-supported travellers in the Philippines. Services will be provided on an as-required basis and may include:
· Reviewing destination, activity and traveller-specific risks and providing practical risk mitigation advice for approved travel and program activities.
