PARTISIPA currently has a vacancy for an experienced Procurement and Contracts Adviser to actively support the foundation and implementation of the Sub-national roads program and provide technical assistance to the Government.
Introduction
The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is an Australian Government funded program which supports the Government of Timor-Leste (GoTL) through the following components:

PNDS: PARTISIPA continues to support the Programa Nasional Dezenvolvimentu Suku (PNDS), or National Program for Village Development, at the national level for program implementation, policy development, data and systems management. The program provides technical assistance to PNDS sub- national staff (municipal and administrative post facilitators) through the Field Support Team (FST) with a focus on community infrastructure.

Municipal level support: Technical support to municipalities to improve service delivery and stimulate local development (consistent with government policy and current legislation). Since the start of these activities in 2019, PARTISIPA has worked with Municipal Authorities to provide direct support and advice to Municipalities regarding PNDS, local governance, planning and budgeting and rural infrastructure.

Rural water: Technical support to the Ministry of State Administration (MoSA) and Ministry of Public Works for improved policy and guidelines for operations and maintenance; interventions will also be targeted at municipal level to support the operations and maintenance of rural water systems.

Sub-national roads: Beginning in 2023, PARTISIPA provides technical support to MoPW and municipal public works (PW) departments to execute the GoTL’s sub-national roads program (possibly also to other Ministries, such as MoSA). Sector reform, policy, and strategy advice and support to improve Timor-Leste’s enabling environment for good sub-national road network management. Capacity strengthening support so MoPW, MoSA, and municipal PW departments perform their road management functional responsibilities more effectively and efficiently. And advice and support to help GoTL reduce the funding gap for sub-national roads upgrading, renewal, repair, and maintenance.

Sectoral coordination: at national and municipal levels to support GoTL policies for local governance and rural development.

Objectives of Role
- Provide high-level technical and professional advice to the Government of Timor-Leste on strengthening procurement and contract management systems, quality assurance, and human resource capacity.
- Conduct ongoing assessments and develop robust, clear guidance, tools, and plans to enhance procurement and contract management in relevant government and municipal agencies.
Roles and Responsibilities
- Understand the overall sub-national roads operating environment and the various actors in that space, including other development partner programs.
- Lead a procurement and contract assessment of sub-national road programs/projects in Timor-Leste, providing an outline of key strengths, gaps, risks, and opportunities in government contract and procurement management and develop subsequent implementation plans to build on strengths and address weaknesses and gaps.
- Provide technical assistance, including support, guiding, mentoring, and advising MoPW-Directorate Roads Bridges and Flood Control (DRBFC), municipal Public Works (MPW) departments, and possibly State Administration, and other Government of Timor-Leste entities in their to procure & contract sub-national road works

Selection Criteria
Essential Experience and Knowledge
-
Degree in business, procurement economics, accounting, public policy, and management or other relevant fields.
-
5-10 years of procurement and contract management experience on development-partner-supported infrastructure projects, preferably roads and in the Indo-Pacific region.
-
Demonstrated understanding of the policy and legal frameworks in Timor-Leste in relation to procurement and contract management or demonstrated capacity to quickly gain such understanding.

Experience in undertaking procurement and/or contract management assessments of governments and private sectors in contexts like Timor-Leste.

Proven ability to develop and deliver capacity strengthening activities and guide, coach, and mentor in-country counterparts via remote and in-country inputs.

Ability to be flexible, responsive to requests, motivated, and ability to prioritize in a busy work environment.

Highly developed oral and written communication skills in English including demonstrated ability to communicate complex concepts simply with a range of stakeholders in multi-cultural settings.

Demonstrated high-level experience in cross-cultural relationship management with a diverse range of government, legal sector, bilateral, multilateral, and other stakeholders.
Desirable

Verbal and written communication skills in Tetum, Portuguese or Bahasa Indonesia including demonstrated ability to communicate complex concepts in simple ways.

Demonstrated high-level experience in cross-cultural relationship management with a diverse range of government and community stakeholders.
