Program Background
The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a bilateral initiative between the Governments of Australia and Indonesia to support the transformation of Indonesia’s human and animal health systems, policy, and governance. The program is funded for up to AUD 100 million over eight years (2025–2033) and is delivered in two four-year phases.

KITA SEHAT is delivered in partnership with the Government of Indonesia at both the national and subnational levels. At the national level, the program works with the Ministry of National Development Planning/National Development Planning Agency, the Ministry of Health, and the Ministry of Agriculture. At the subnational level, KITA SEHAT partners with the provincial governments of Nusa Tenggara Timur (NTT), Jawa Barat, and Papua Barat Daya, as well as selected United Nations (UN) agencies such as WHO, UNICEF, and UNFPA. The program supports the implementation of Indonesia's National Medium-Term Development Plan (RPJMN) 2025–2029 by contributing to the achievement of National Priorities 2 and 4.

The goal of the program is to Indonesia progresses toward ‘health for all’ as an integral part of achieving its long-term inclusive economic growth and human capital development goals. To achieve this, the program works towards four interconnected end-of-program outcomes (EOPOs) that collectively contribute to a stronger, more resilient, and more inclusive health system:

•    Primary health care policy and governance – by 2033, national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.
•    Primary health services – by 2033, selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalised groups.
•    Health system enablers – by 2033, national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.
•    Health security – by 2033, national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

KITA SEHAT focuses on the health priorities that matter most to local communities. It puts women, people with disabilities, and marginalized groups at the centre of health system change and builds in climate resilience along the way. We do this by bringing together the following four approaches such as One Health, Climate Resilience, Gender Equality, Disability and Social Inclusion (GEDSI) and Locally Led Development (LLD).

Background
Reducing stunting is a key national development priority under Indonesia’s National Medium-Term Development Plan (RPJMN). Under the RPJMN 2025-2029, the Government of Indonesia has committed to stunting reduction, with a target to reduce national stunting prevalence to 14.2% by 2029. This important initiative supports Indonesia's progression toward achieving ‘health for all’, which is a crucial component in human capital development as outlines in the National Long-Term Development Plan (RPJPN) for 2025–2045.

According to the Kemenkes (2024), Indonesia had a stunting prevalence of 19.8% for children under 5. There has been strong progress in reducing stunting, which was 39.6% nationally 20 years earlier. While Indonesia has made progress in reducing stunting prevalence over the past decade, persistent geographic disparities, decentralised governance arrangements, and coordination challenges across sectors continue to affect implementation quality and equity. For example, in Nusa Tenggara Timur, where KITA SEHAT has a provincial office, the current stunting prevalence is 37%, 17% above the national average.

Achieving this target will require accelerated reductions, strengthened national-subnational alignment, improved monitoring and data use, and enhanced integration of nutrition interventions within primary health care and related sectors. Given this need, Bappenas – which leads the delivery of RPJMN for Indonesia and is KITA SEHAT’s primary GoI counterpart – has requested technical support across primary health care and nutrition to enable:

•    Stronger policy coherence between national and subnational levels
•    Improved integration of nutrition within primary health care and health system strengthening
•    Better alignment between health, agriculture, education and social protection and village-level planning and financing
•    Strengthened monitoring, evaluation and adaptive learning.

KITA SEHAT will establish an Advisory Panel to provide strategic and technical advice to Bappenas to strengthen governance, coordination, planning and implementation of health and nutrition programs as well as other related health priorities.

The Role
The Primary Health Care and Health Systems Specialist will serve as a technical adviser within the KITA SEHAT program, providing high-level strategic and technical assistance to Bappenas to strengthen primary health care (PHC) and health systems in support of Indonesia's health transformation agenda and national development priorities. The position contributes to KITA SEHAT's objectives by strengthening governance, policy development, health system performance, and the delivery of integrated, equitable, and people-centred primary health care services.

The adviser will support the development and implementation of policies, strategies, and reform initiatives aligned with the RPJMN 2025–2029, strengthen evidence-informed policy analysis, planning, monitoring, and performance improvement at national and subnational levels, and promote stronger integration of primary health care within broader health system strengthening efforts. The role will also facilitate collaboration between Bappenas, subnational governments, and development partners to ensure Australian-supported primary health care initiatives are aligned with government priorities and contribute to sustainable health system reform.

The successful candidate will possess demonstrated expertise in primary health care, health systems strengthening, health policy, health service delivery, health governance, health financing, and health planning, together with substantial experience working with the Government of Indonesia and development partners. Strong analytical, policy advisory, stakeholder engagement, facilitation, and communication skills are essential, as well as experience supporting complex donor-funded health programs and translating evidence into practical policy and implementation improvements.

The key deliverables of the position are to provide the following:

•    Provide advice on primary health care policy development to strengthen PHC policy, strategic planning and health systems.
•    Advise on the integration of nutrition and stunting prevention program within primary health care reforms including effective referral mechanism.
•    Provide inputs on service delivery models, particularly at Puskesmas and community level.
•    Advise on improving coordination among programs within PHC.
•    Coordinate with KITA SEHAT PMT and provide quarterly summary report of activities conducted.

Cross-Cutting Functions:

•    Provide strategic advice to Bappenas Directorate(s) responsible for Primary Health Care and management.
•    Develop or contribute to policy briefs, concept notes, analytical papers, and briefing materials.
•    Support across ministries on coordination related primary health care, nutrition and stunting reduction program.
•    Support integration of GEDSI and climate resilience considerations into nutrition policy and planning, consistent with KITA SEHAT and DFAT requirements.

About You
Essential Experience and Knowledge:
•    Hold a minimum of a Doctor’s degree in a relevant field and demonstrates technical expertise in primary health care, health systems strengthening, health care administration, public health and health services with a strong understanding of Indonesia's health system and current health-sector priorities.
•    Proven experience working with the Government of Indonesia, with a strong understanding of decentralized health systems and governance.
•    Demonstrated experience providing policy advice and/or programme management at the senior government level, including engagement with high-level stakeholders.
•    Strong analytical, problem-solving and advisory skills, with the ability to use evidence and data to inform recommendations.
•    Strong stakeholder engagement, communication, facilitation and report-writing skills (policy brief, strategic papers and high-quality reports) in both English and Bahasa Indonesia.
•    Sound understanding of Gender Equality, Disability, and Social Inclusion (GEDSI) principles and their application in health policy and programme design.
