Adviser will support the law and justice sector in PNG to achieve national goals related to gender based violence (GBV) and sorcery accusation related violence (SARV) prevention by promoting gender equality and improving responses to GBV and SARV.

Description

Location:         Port Moresby, Papua New Guinea (PNG) with travel to the provinces as required

Duration:         1 year initial contract (3 months' probation) with the possibility of extension, dependent on performance and program requirements


Program Background

About the Australia–PNG Law and Justice Partnership (APLJ)
The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage the next phase of the APLJ for a 4-year period up to December 2027.

We are now looking for a team that can drive and deliver this next phase.

APLJ builds on the strong foundations established through over twenty years of Australian support to the Law and Justice sector and will focus on sector capacity to provide inclusive, safe, secure, and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development, and private sector growth.

The program aligns with GoPNG’s law and justice sector goal of ‘building peaceful and prosperous communities together’ and will focus on three End of Program Outcomes (EOPOs):

  1. Community safety through prevention and improving the demand-side of accessing justice services. 
  2. Strengthening supply-side access to justice services such as capacity and quality of the justice system.  
  3. Supporting sector leadership, coordination, and integration of national and subnational law and justice operations and improving sector integrity systems.

APLJ will continue Australia’s support in Bougainville and is anticipated to work in up to five provinces. Monitoring, Evaluation, Research, Learning and Adaptation (MERLA), gender equity, disability, and social inclusion (GEDSI) and social and environmental safeguards are a key focus for the program, are mainstreamed and underpin all APLJs activities and operations.

The Role

APLJ is looking for an Adviser to Support the law and justice sector in PNG to achieve national goals related to GBV and SARV prevention by promoting gender equality and improving responses to GBV and SARV. You will mentor and develop the capacity of individual counterparts within the Royal Papua New Guinea Constabulary (RPNGC) and across the sector. Your role will involve:

  • Capacity Building: Enhance RPNGC's ability to investigate and prosecute GBV and SARV cases, strengthen data systems, and support engagement with key stakeholders.
  • Training Development: Collaborate with the Police Training College to develop and facilitate training on GBV and SARV case handling, procedures, and perpetrator accountability.
  • Framework Enhancement: Align RPNGC approaches to victims and perpetrators with best practices.
  • Strategic Support: Provide advice on GBV and SARV-related legislation, policies, court processes, and strategies.
  • Civil Society Engagement: Aid Civil Society Organisations in supporting GBV and SARV survivors to access justice.
  • Provincial Support: Assist APLJ Subnational Advisers in GBV and SARV activities at the provincial level.
  • Budget Management: Ensure program activities deliver on budget and demonstrate value for money.
  • Collaboration: Work with the PNG-Australia Policing Partnership to coordinate support from the Government of Australia.

What we are looking for

  • Qualifications and Experience: Relevant tertiary qualifications and professional experience in law, investigation, and prosecution of criminal offences, GBV, and SARV, particularly in the Pacific context.
  • Technical Skills: Extensive investigation and prosecution experience, especially in criminal law, GBV, and SARV.
  • Capacity Development: Proven ability to build capacity within police forces.
  • Communication: Excellent interpersonal, written, and presentation skills.
  • Teamwork: Effective team player with a focus on sustainable outcomes.
  • Cultural Sensitivity: Ability to work respectfully in a cross-cultural environment.
  • Change Management: Experience in change management, particularly related to GBV, SARV, and gender equality.
