Program Overview
Australia is supporting the Government of Papua New Guinea (GoPNG) to provide communities with access to quality health services by delivering quality health infrastructure as part of the Papua New Guinea Australia Partnership.
The Strategic Health Infrastructure Investment (SHI) is an Australia Government program funded under the Papua New Guinea PNG-Australia Partnership. The program aims to design and deliver high-quality, resilient, and universally accessible health infrastructure projects with a significant focus on gender equality, disability and social inclusion, and adhere to Australia’s safeguarding policies and development effectiveness guidelines. In addition, the program’s infrastructure will incorporate sustainability and resiliency design elements to mitigate climate change forecasts and disaster risk outlooks.
The SHI program investment is working to improve health care services in two priority locations. In Morobe Province, the project will design and refurbish the old Emergency Department (the Gware building) in the ANGAU Hospital in Lae. In Daru, Western Province, the project will provide safe, secure and accessible accommodation for health workers and PHA staff with new Daru Hospital staff housing.
Responsibilities
- Provide overall leadership and governance to the Strategic Health Infrastructure (SHI) program across all phases of the project including growing and maintaining relationships with key project stakeholders, Australian High Commission focal points, and peer programs involved in the delivery of aligned initiatives
- Lead the provision of high-quality project management and contract administration services, always acting in the best interest of the Australian Government
- Ensure the program is managed in accordance with the agreed governance framework including risk management, procurement, probity and quality
- Manage SHI’s project offices (Port Moresby, Lae and Daru) effective and efficient delivery of programs ensuring timely activation, relevant tasking, and high-quality performance
- Ensure SHI’s Communications and Public Diplomacy efforts are in line with the Government of Australia’s directives and objectives;
- Ensure gender equality and social inclusion, child protection and other safeguarding policies are implemented and included as credible and effective interventions in project approaches, activities and day-to-day operations.
- Work collaboratively with Monitoring, Evaluation, Research, Learning & Adapting (MERLA) team, assisting in the establishment of project baselines and other MERLA requirements
Required Experience
- Formal qualifications in building and construction management, international development or health management;
- Over 15 years of relevant experience on donor-funded development programs in PNG or Pacific, experience on DFAT-funded infrastructure-related programs is highly desirable;
- Over 10 years of relevant experience in senior or executive management positions on international development projects;
- Ability to provide leadership and guidance to a multi-disciplinary team and coordinate and manage a complex program of work across diverse geographies;
- Experience in implementing health-related infrastructure is highly desirable
- Demonstrated success in building and maintaining strong partnerships with government agencies, development partners, and other stakeholders;
- Exceptional strategic thinking, analytical, and problem-solving skills.
- Excellent communication, interpersonal, and negotiation skills.
- Strong commitment to fostering a collaborative, inclusive, and empowering work environment.
- Knowledge and experience of implementing environmental and social safeguards policies in relation to infrastructure projects;
