Program Overview
The Strategic Health Infrastructure Program is an Australian Government program funded under the Papua New Guinea Australia (PNGAus) Partnership. The program aims to design and deliver high-quality, resilient, and universally accessible health infrastructure projects with a significant focus on gender equality, disability and social inclusion, and adhere to Australia’s safeguarding policies and development effectiveness guidelines. In addition, the program’s infrastructure will incorporate sustainability and resiliency design elements to mitigate climate change forecasts and disaster risk outlooks.
The lack of appropriate health facilities and safe, secure and accessible housing for health staff are significant challenges for PNG, particularly in regional and remote areas where 85 per cent of the population live. The current conditions and locations of healthcare infrastructure can compromise patient safety, reduce the quality of services and discourage health professionals from taking up essential roles. It is essential that health facilities are redeveloped and upgraded to ensure communities can access quality health services delivered by qualified health practitioners.
The SHI Program is working to improve health care services in two priority locations. In Lae, Morobe Province, the project will design and refurbish the GWARE building at ANGAU Memorial Provinvial Hospital. In Daru, Western Province, the project will provide safe, secure and accessible accommodation for health workers and Provincial Health Authority staff with new Daru Hospital staff housing.

About the Proposal
The SHI Program, implemented by Johnstaff International Development (JID) on behalf of the Australian Government Department of Foreign Affairs and Trade (DFAT), is seeking proposals from suitably qualified Quantity Surveying firms to provide independent quantity surveying and cost management services during the construction phase of two major health infrastructure projects in Papua New Guinea: the redevelopment of the GWARE Building at ANGAU Memorial Hospital in Lae and the construction of staff housing at Daru General Hospital in Daru.
The engagement will support the delivery of approximately 5,000m² of refurbished clinical and administrative accommodation within the GWARE Building and the development of 22 staff housing dwellings and associated accommodation facilities at Daru. The successful consultant will play a key role in ensuring robust cost control, transparent financial management, accurate progress assessment, and value-for-money outcomes throughout project delivery.
Services will include quarterly site inspections, progress claim assessments and payment recommendations, monthly cost and commercial reporting, variation reviews, and ongoing cost monitoring across both projects. The consultant may also be called upon to provide specialist commercial and contract administration support for complex claims, contractual matters, and dispute resolution activities as required.

Technical Submission
Include:

Financial Submission
Include:
- Completed pricing schedule in accordance with the RFP.
- Lump sum fees for the GWARE and Daru projects.
- Schedule of rates for provisional sum services.
- Confirmation of nominated payment currency (AUD or PGK).
- All travel, accommodation, logistics and incidental costs associated with service delivery.

- Provide evidence of relevant qualifications, licences and insurances.
