Program Overview
The Strategic Health Infrastructure (SHI) Program is an Australian Government program funded under the Papua New Guinea Australia (PNGAus) Partnership. The program aims to design and deliver high-quality, resilient, and universally accessible health infrastructure projects with a significant focus on gender equality, disability and social inclusion, and adhere to Australia’s safeguarding policies and development effectiveness guidelines. In addition, the program’s infrastructure will incorporate sustainability and resiliency design elements to mitigate climate change forecasts and disaster risk outlooks.
The lack of appropriate health facilities and safe, secure and accessible housing for health staff are significant challenges for PNG, particularly in regional and remote areas where 85 per cent of the population live. The current conditions and locations of healthcare infrastructure can compromise patient safety, reduce the quality of services and discourage health professionals from taking up essential roles. It is essential that health facilities are redeveloped and upgraded to ensure communities can access quality health services delivered by qualified health practitioners.
The SHI Program is working to improve health care services in two priority locations. In Lae, Morobe Province, the project will design and refurbish the GWARE building at ANGAU Memorial Provincial Hospital. In Daru, Western Province, the project will provide safe, secure and accessible accommodation for health workers and Provincial Health Authority staff with new Daru Hospital staff housing.

About the Proposal
The SHI Program, implemented by Johnstaff International Development (JID) on behalf of the Australian Government Department of Foreign Affairs and Trade (DFAT), is seeking proposals from suitably qualified Health, Safety and Environment (HSE) Consultants to provide independent HSE advisory, assurance and support services for both projects: the redevelopment of the GWARE Building at ANGAU Memorial Hospital in Lae and the construction of staff housing at Daru General Hospital in Daru.
The engagement will support the delivery of approximately 5,000m² of refurbished clinical and administrative accommodation within the GWARE Building and 22 staff housing dwellings and associated facilities in Daru. The successful consultant will provide independent HSE advisory, assurance and monitoring services across both projects, including development of SHI's HSE Management Framework, contractor mobilisation reviews, site inspections and audits, safety performance reporting, incident investigation support, and environmental compliance monitoring. The role will also support risk management, contractor compliance, and continuous improvement through the provision of practical advice and performance analysis, including TRIFR and LTIFR reporting. These services will help promote a positive safety culture and support the safe, compliant and environmentally responsible delivery of the projects.
Requirements/Deliverables
- Development of HSE Management Framework.
- Review contractor HSE, environmental, emergency response and traffic management documentation prior to mobilisation.
- Undertake monthly site inspections, audits and compliance reviews.
- Prepare monthly HSE reports, dashboards and action registers.
- Facilitate quarterly HSE performance reviews with SHI management.
- Provide incident investigation and root cause analysis support, as required.
- Provide ongoing independent HSE assurance and advice

Financial Submission
Include:
- Completed pricing schedule in accordance with the RFP.
- Lump sum fees for the GWARE and Daru projects.
- Schedule of rates for provisional sum services.
- Confirmation of nominated payment currency (AUD or PGK).
- All travel, accommodation, logistics and incidental costs associated with service delivery.
Submission Requirements
- Complete and submit all Part 2 Returnable Schedules.
- Provide evidence of relevant qualifications, licences and insurances.
- Submit proposals electronically by the closing date stated in the RFP.
