Background of the Program
The Australia-Indonesia Knowledge and Innovation Collaboration Partnership Program (KONEKSI) is a collaborative initiative between the Government of Australia and the Government of Indonesia in the Indonesian knowledge and innovation sector. KONEKSI aims to enhance the utilisation of knowledge-based solutions for inclusive and sustainable policies and technologies. This objective positions KONEKSI as a platform for generating knowledge and offering solutions to complex socio-economic problems that support the knowledge-to-policy cycle (K2P) and the knowledge-to-innovation cycle (K2I) in a complementary and synergistic manner.
KONEKSI focuses on two End of Investment Outcomes (EOIO), which are as follows:
- Increase cooperation and mutual understanding among Australian and Indonesian organisations through knowledge partnership.
- Generation of innovative solutions for inclusive and sustainable policies and technologies through knowledge partnerships.
Summary of the Position
The activity of the STA focuses on implementing the pilot development of the Innovation Hub in Jakarta and Depok. The work includes assessment of contextual needs, governance arrangements, operational processes, and financing models for the regional innovation hub.
The activity produces the following outputs:
- A governance, business process, and operational financing model for the Innovation Hub in Jakarta and Depok
- A collaboration framework for science, technology, and innovation including governance design and project life-cycle processes covering operational deployment and maintenance of research outputs and human resources
KEY RESPONSIBILITIES
Under the direction of the Head of Stakeholder Engagement, The Pilot Development of Regional Innovation Hubs in Jakarta and Depok will be responsible for:
- Coordinate implementation across stakeholders including Bappenas, KONEKSI, DFAT, Jakarta Government, Depok Government, BRIN, Ministry of Higher Education and Science, industry partners, and universities.
- Conduct resource and needs inventory.
- Develop governance and project life-cycle models for the Innovation Hub.
5.1 Roles and Responsibilities
5.1.1 Consultant Responsibilities
- Lead technical analysis and ecosystem assessment
- Coordinate stakeholder consultations across relevant institutions
- Develop governance, collaboration, and operational models
- Produce all technical documentation and reports
- Facilitate validation workshops and technical discussions
- Integrate stakeholder feedback into final outputs
- Maintain regular progress reporting to KONEKSI and Directorate PTI Bappenas
5.1.2 KONEKSI Responsibilities
- Provide strategic direction and oversight
- Facilitate introductions to national and regional stakeholders
- Support coordination of meetings and consultations
- Provide access to relevant program information and references
- Review deliverables and provide consolidated feedback
- Ensure alignment with KONEKSI program objectives
5.1.3 Government and Partner Institution Responsibilities (Bappenas, Ministry of Higher Education and Science, Provincial Government of DKI Jakarta, City Government of Depok, and relevant agencies)
- Participate in consultations and technical discussions
- Provide relevant institutional data and policy inputs
- Validate proposed governance and operational models
- Support alignment of the pilot with regional development priorities
- Contribute to learning and replication discussions.

JOB REQUIREMENTS
- Master’s degree in Technology Management, Innovation Management, Project Management, or related field.
- Minimum 3 years experience in innovation, technology, or research ecosystem development.
- Good written and verbal communication skills and working in a cross-cultural
environment
- Ability to meet tight deadlines and balance multiple priorities simultaneously, while
executing against key deliverables with excellence
- Team player
- Able to work with minimal supervision
- Experience in community and/or stakeholder engagement
- Basic GEDSI knowledge/experience.
- Fluency in English and Bahasa Indonesia
