P4A is establishing a Cross-Cutting Technical Advisory Pool to provide on-demand expertise in key thematic areas: GEDSI, climate and disaster resilience, safeguarding (including child protection and PSEAH), MEL, and education and workforce development. The pool will offer technical advice, analysis, and capacity-building support to P4A, DFAT, and Pacific aviation partners. Framework agreements will enable rapid engagement of advisers to meet emerging program needs.
Advisers engaged under the P4A Technical Advisory Pool (TAP) will provide specialist expertise across cross-cutting thematic areas to support program implementation. Working under the direction of a P4A Activity Lead or Technical Manager, advisers will deliver expert technical advice, contribute to the design and monitoring of activities, develop and review policies and frameworks, undertake assessments and evaluations, and prepare high-quality reports and briefings.
They will design and deliver training and knowledge-sharing activities, provide capacity-building support to Pacific partners, and contribute to program communications, MEL, safeguarding, and coordination across DFAT and regional stakeholders. Advisers will work collaboratively with P4A teams, DFAT, Pacific ministries, regulators, airports, airlines, and other partners to ensure effective integration of cross-cutting priorities.
Engagements may be short-term, part-time, or intermittent, with scope, deliverables, and timeframes defined in individual tasking notes. Work may be delivered remotely with travel to the Pacific as required. Deliverables may include technical reports, policy documents, evaluations, training materials, toolkits, workshop delivery, and other outputs aligned with program needs. Examples include leadership training, PSEAH assessments, disability access audits, gender and disability benchmarking, climate and disaster resilience guidance, women-in-aviation initiatives, workforce analyses, and aviation sector training assessments.
All advisers will be contracted under a framework agreement with agreed consulting rates and may contribute to multiple tasks depending on program priorities.
