About the program
The ASEAN–Australia Counter Trafficking program (AACT) continues Australia’s long-running collaboration with ASEAN and its Member States to address trafficking in persons in the region. The program is a 10-year investment (2018 to 2028) principally working to strengthen the justice sector response to trafficking in persons, while advancing victims' rights and gender equality, disability and social inclusion. The program has established partnerships with government agencies, civil society, and businesses. We engage with all 10 ASEAN Member States in some capacity and have national-level programming in Cambodia, Lao PDR, the Philippines, Thailand, and Vietnam, with programming in Indonesia under consideration.
Roles and Responsibilities
Panel members will work across a range of technical disciplines to support AACT’s achievement of program outcomes:
- Working in close collaboration with AACT leadership and country teams to develop and implement policies, guidelines, systems, curricula and mechanisms that ensure government partners are drawing upon regional and international good practices.
- Undertaking research, analysis, or literature reviews to support AACT’s project and activity delivery.
- Contributing to quality assurance and peer review of policies, guidelines, research and other resources and activities funded by AACT.
- Working through AACT, providing practical support and strategic advice, in line with regional and international good practices, to partner governments and other implementing partners, including responding to queries and providing technical input.
- Contributing to collaboration with government partners in AMS and ASEAN, with a view to building capacity in the region and achieving greater sustainability of counter trafficking efforts.
The Panel Member’s roles and responsibilities will be specified in related to each assignment and detailed in a Service Order. The type of assignments which panel members will undertake in individual countries or regionally may include, but are not limited to:
- Conduct research or analysis on an emerging issue in the field of trafficking in persons with clear and actionable policy recommendations.
- Support the development or refinement of curriculum on trafficking in persons to institutionalise capacity within relevant government partners.
- Support ASEAN sectoral body or one or more ASEAN Member State in the development or review of standards, policies, and procedures to implement their obligations under the ACTIP.
- Conduct reviews/evaluations of AACT activities or projects, providing recommendations to enhance their effectiveness to incorporate into activity/project revisions.
Selection Criteria
- Advanced qualification or equivalent relevant experience in Political Science, Social Science, International Relations, International Development, Law, or a related discipline.
- Skills and experience in one or more of the following areas: trafficking in persons, forced labour or forced criminality, business and human rights, international human rights law, labour migration and migration management, law and justice and gender equality, disability and social inclusion.
- Demonstrated knowledge in developing and supporting the application of policies, guidelines, systems and curricula for government agencies.
- Demonstrated communication, consultation and facilitation skills, and experience conveying complex information to stakeholders of varying levels of experience or ability.
- Demonstrated experience supporting reforms in justice, counter trafficking in persons, business and human rights, labour migration and/or migration management. Experience in the ASEAN region is preferred but no mandatory.
- Ability to work a wide range of stakeholders, including the possibility of working with senior government officials, ASEAN officials, civil society, survivors of trafficking in persons, and business leaders. Ability to write high quality written materials including reporting in English.
- Highly developed interpersonal skills and an ability to work in a multi-cultural environment with sensitivity, respect for diversity and in a manner which is trauma-informed.
Terms of engagement
Successful candidates will be contracted to the Technical Panel through Deed of Standing Offer.
Fee rates for applicants contracted to the Technical Panel will be negotiated at the time of contracting. AACT follows the DFAT Adviser Remuneration Framework. For international adviser positions categorised under the Adviser Remuneration Framework, fee rates will be based on the Short-Term Adviser category and level of the position, taking into account the panel member’s years of relevant experience. For locally engaged positions, fee rates will be competitive rates based on local labour standards in the relevant country, and in line with AACT’s Remuneration Framework.
For each assignment, a Service Order will be signed outlining the assignment terms and duration.
Opportunities will be made available to members on an as-needed basis and will be offered in a range of ways, including but not limited to: open calls to all panel members; limited calls for expressions of interest; and occasional cases of sole sourcing. Each opportunity is dependent on an assignment’s requirements and the skill sets of the available panel members. Inputs will vary in terms of scope and duration, depending on the needs identified.
