PLMSP is seeking proposals from Australian registered training organisations (RTOs) to deliver foundation skills training to one hundred and twenty-five (125) workers in the Direcção Nacional Emprego Estrangeiro (DNEE) work-ready pool (WRP) for the PALM scheme in Timor-Leste; and to develop a longer-term program to support the delivery of training for foundation skills for the WRP. The RFP is open for Australian RTOs.
Description
The Pacific Labour Mobility Support Program (PLMSP)
PLMSP aims to support Timor-Leste and nine Pacific countries to successfully participate in and benefit from the Pacific Australia Labour Mobility (PALM) scheme. PLMSP is a four-year program, funded by the Australian Government, managed through the Department of Foreign Affairs and Trade (DFAT) and implemented by Palladium. PLMSP started implementation on 1 January 2025, replacing the Pacific Labour Facility (PLF).
Timor-Leste-Australia Labour Mobility and Skills Partnership
Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m over four years for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and facilitate greater participation in the PALM scheme.
Foundation Skills Training
PLMSP seeks the interest of Australian registered training organisations (RTOs) with registration and experience in delivering quality accredited training in the FSK Foundation Skills training package to work with Timorese training organisations to deliver training in Timor-Leste to workers in the work-ready pool (WRP), to better prepare them for working in Australia under the PALM Scheme.
