Program Background
Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to December 2035, with an initial period of five years from January 2026 to December 2030. P4I works with partners to strengthen policy and regulatory frameworks related to infrastructure development. It also addresses obstacles to project development, including through advice on financing strategies (with an emphasis on mobilising private finance). P4I works closely with Australian Government and industry to help bring relevant solutions to Southeast Asia’s infrastructure development challenges, in line with Australia's Southeast Asia Economic Strategy to 2040. P4I currently works in four sectors: land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications. P4I incorporates inclusion (gender equality, disability and social inclusion) and climate (mitigation and adaptation) across these four sectors.

The Role
The Operations Manager will oversee the day-to-day operations of the P4I Program Office, ensuring the program is supported by efficient, compliant and responsive operational services. The role leads the delivery of information technology and management information systems, procurement and contracting, office administration and facilities, and travel and events management
Roles and Responsibilities
Team Leadership and Management
- Lead, manage and develop the operations team across IT, procurement, office administration and travel functions, setting clear expectations and ensuring effective, responsive service delivery to the program.
- Directly line manage operations staff and officers, supporting their performance through coaching, mentoring, professional development and regular feedback.
Operational Policies, Systems and Governance
- Contribute to the development, implementation and continuous improvement of the Program Manual, operational policies and procedures, ensuring alignment with DT Global systems, DFAT requirements and good practice.
- Establish and maintain operational systems and processes that support program delivery, with a focus on procedural efficiency, automation, information sharing and record keeping.
Procurement and Contracting
- Oversee procurement activities for program delivery, ensuring compliance with Commonwealth Procurement Rules, DT Global policy and program requirements.
- Manage day-to-day procurement processes end to end, including advising on procurement methods, preparing documentation, managing selection processes, conducting due diligence and maintaining procurement records.
Information Technology and Management Information Systems
- Ensure the provision of reliable IT systems and infrastructure, including equipment, software, telecommunications, connectivity, data management and user support, to meet program needs.
- Oversee the administration, security and maintenance of the program’s management information systems, supporting accurate record-keeping and information sharing.
Office Administration and Corporate Services
- Oversee office administration and facilities management, including lease agreements, office supplies, equipment and general day-to-day operations.
- Maintain the program’s asset register and ensure appropriate management, maintenance and disposal of assets.
Travel and Events Management
- Oversee travel and event logistics, ensuring efficient, safe and compliant arrangements for staff and program activities, including travel, workshops, events and functions.
- Oversee travel approvals, bookings and acquittals in line with program policy and duty-of-care requirements.
Risk, Safeguards and Security
- Support the implementation of safeguards, integrity and risk management policies and procedures within the operations function.
- Support office security and occupational health and safety arrangements.
Program Support and Reporting
- Contribute to annual work planning, operational reporting and other deliverables as required.
- Model and promote a positive, collaborative and high-performing program culture.
- Any other tasks as directed by your manager.

About You
Selection Criteria
- Tertiary qualifications in business administration, operations management, or a related discipline; or equivalent relevant experience.
- At least 10 years’ experience in operations, administration and/or program support roles, including managing services such as IT, procurement, office administration and travel, ideally on donor-funded programs.
- Demonstrated experience managing procurement and contracting in compliance with established rules and policies, with a strong understanding of value for money and probity (experience with Commonwealth Procurement Rules is highly desirable).
- Experience developing and maintaining operational policies, procedures and systems (including IT/MIS, administration and logistics) in a complex, multi-disciplinary environment.
