The Laos Australia Institute

The Laos Australia Institute (LAI) is managed by Tetra Tech on behalf of the Australian Government. LAI has worked to support human resource development in Laos since 2013. It is the Australian Government's leading program for scholarships and training, as well as a source of technical advice and support to the public and private sectors.

Key responsibilities

As the National HRD Specialist, you will provide strategic planning expertise within the advisory team of HRDO staff and the LAI team to collaboratively develop the next National HRD Strategy (NHRDS) for the Ministry of Education and Sports of Lao PDR. You will be responsible for engaging with key stakeholders to facilitate the design of SMART goals, objectives and related activities.

  • Advise on the integration of GEDSI and support the achievement of strong inclusion outcomes across all activities.
  • Contribute to the development of a meaningful and precise MEL framework for the NHRDS and the design of implementation guidelines.
  • Develop, design and deliver training and mentoring programmes for relevant public government officials and LAI staff related to NHRDS development and implementation.

Selection criteria

To be successful in this role, the ideal candidate will have a strong foundation in strategic planning and Human Resource Development (HRD). The successful candidate will demonstrate not only technical expertise but also the interpersonal skills necessary to collaborate and influence diverse teams and stakeholders.

  • Post graduate qualifications in a relevant area such as Human Resource Development (HRD), Management, Public Policy, Business Administration or Development Studies.
  • Demonstrated experience in managing relevant systems and processes in Lao PDR, particularly in relation to strategic planning and HRD programs.
  • Demonstrated success in stakeholder coordination, consultation, relationship management and client service.
  • Experience in applying Government of Lao policies and procedures and ensuring quality of outcomes related to HRD.
  • Excellent bilingual communication skills in both written and spoken Lao and English.
