Program Background

The Indonesia-Australia Climate and Infrastructure Partnership (Kemitraan untuk Iklim, Energi Terbarukan dan Infrastruktur), known as KINETIK, deepens bilateral cooperation on reducing emissions and promoting clean energy systems and industries to accelerate Indonesia’s transition towards net zero. The Partnership – a DT Global-operated Hub supporting the three implementing spokes (ADI, PIDG and Prospera) with strategic direction from DFAT – will crowd in Australian and international private and institutional investment in infrastructure and businesses to address Indonesia’s lack of risk-tolerant capital needed to decarbonise the economy, develop renewables and meet international commitments. This will be achieved through policy and regulatory reform, incentivising private investment into Indonesia’s SMEs, and incentivising private investment in Indonesia’s renewable energy and green infrastructure.

The Hub provides KINETIK with policy and programmatic coherence, high-level and operational governance, communications and public diplomacy support, cross-program learning, and monitoring, evaluation and reporting functions. GEDSI expertise within the Hub supports GEDSI activities in the spokes. The Hub will coordinate the work of the spokes to help ensure that that the Partnership is coherent and meets its goal and end of investment outcomes.

 

The Role

The MEL Lead will provide technical direction and oversight to the ensure accurate and timely reporting of outcome and evidence-based results and value-for-money for the KINETIK Partnership, and support evidence-based improvements in program effectiveness and performance.

About You

  • Postgraduate qualifications in social sciences, evaluation, management, public policy, or other relevant discipline (research and methodological experience encouraged).
  • Minimum 12 years’ experience in M&E, including in both qualitative and quantitative analysis and the utilisation of a range of monitoring tools and approaches.
  • Demonstrated ability to design and facilitate organisational learning processes and to quality assure learning processes designed and facilitated by sub-contractors.
  • Demonstrated experience working collaboratively with program teams or other stakeholders to develop and/or refine program theory, theories of change, and/or program logics.
  • Demonstrated experience in developing, modifying, or contextualising M&E tools or approaches for use within specific programmatic contexts.
  • Demonstrated experience in DFAT MERL implementation and reporting requirements.
  • Ability to manage competing tasks and work independently and to tight deadlines.
  • Demonstrated ability to communicate with a wide range of stakeholders from diverse backgrounds.
  • Excellent verbal and written communication in Bahasa Indonesia and English.
