• Developing and manage KoBo data collection tools, clean and analys data in Excel, maintain MEL databases and libraries, and support research, reporting, learning, and decision-making processes.
• Work closely with the MEL Manager, BEQUAL technical teams, and Ministry of Education and Sports (MoES) counterparts to ensure MEL activities are implemented consistently, data are accurate and timely, and evidence is available to inform program reporting, reflection, and improvement.

The opportunity

BEQUAL supports the education priorities of the Government of Laos (GoL) described in the Ministry of Education and Sports (MoES) Education, Science and Sports Sector Development Plan 2026-2030 and is aligned with the strategic directions set out in Australia’s International Development Policy, Gender Equality Strategy, and Disability Equity and Rights Strategy, as well as the Australia – Laos Development Partnership Plan 2024-2029. BEQUAL partners with MoES to improve teaching quality and student engagement and learning outcomes, with a particular focus on teaching and learning resources development, teacher professional development and management, and ensuring mainstreamed and targeted GEDSI interventions contribute towards safer and more inclusive education for all students, especially the most marginalised learners. BEQUAL Phase 2 builds on the seven years of investment and significant achievements of Phase 1.

Key responsibilities

• Develop, test, and maintain KoBo forms and other digital data collection tools for MEL surveys, monitoring, attendance, and field activities.
• Support the design and revision of MEL tools and work plans in consultation with the MEL Manager, technical teams, and MoES counterparts.
• Manage MEL datasets in Excel, including data collection, cleaning, validation, formatting, archiving, and quality assurance.
• Support basic to intermediate data analysis and reporting, including summaries, cross-tabulations, data checks, tables, charts, and dashboards in Power BI.
• Maintain the MEL library and core databases, ensuring datasets, templates, reports, and related materials are organised, up to date, and accessible.
• Assist with research and learning activities, including field preparation, logistics, documentation, reflection sessions, and follow-up on findings and recommendations.
• Provide user support, training, translation, and GEDSI integration across MEL tools, reporting, and stakeholder engagement as required.

About You

• Relevant undergraduate degree in monitoring and evaluation, statistics, social science, education, development studies, information systems, or a related field.
• Strong experience in MEL, research support, or education/development programs, including KoBo tool development, field data collection, and stakeholder coordination.
• Proven skills in Excel-based data management and analysis, including cleaning, validation, cross-tabulation, summaries, quality checks, and preparation of tables and charts.
• Knowledge of monitoring, evaluation, learning, data quality assurance, Power BI or other visualisation tools, and GEDSI principles in data collection and reporting.
• Strong written and spoken English and Lao, with excellent communication, organisation, problem-solving, and teamwork skills, plus willingness to travel and work independently.
